Mohammed bin Rashid College of Government hosts an Arab forum on digital transformation

Dubai, 28 October / WAM / The Mohammed bin Rashid College of Government is hosting the Second Arab Forum for Public Administration, organized by the United Nations Economic and Social Commission for Western Asia (ESCWA), in partnership with the College, under the title “Public Administration in the Era of Digital Transformation and Artificial Intelligence,” during the period from 28 to 29 October at the Dubai World Trade Centre.

The forum aims to study global trends in digital transformation and enhance regional cooperation to accelerate the adoption of digital solutions and achieve integration between sectors in supporting sustainable development. It also discusses the role of artificial intelligence in developing public services, enhancing their efficiency, and creating government solutions based on knowledge and ethical governance of modern technologies.

In her opening speech, Her Excellency Ohoud bint Khalfan Al Roumi, Minister of State for Government Development and the Future, affirmed that the leadership of the UAE believes that adapting to a rapidly changing world is the secret of success and the essence of government transformation, noting that the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, “may God protect him,” is based on the fact that survival is not for the strongest, but for the most capable of adapting to changes.

She added that digital transformation in the era of artificial intelligence and big data represents a redefinition of the concept of government in terms of its role, the way it works, and its relationship with people, explaining that the first generation of digital transformation focused on efficiency and digitization of procedures, while the new generation focuses on predictive data and proactive services that anticipate the needs of society before they occur.

She pointed out that digital transformation is no longer a goal in itself, but rather the beginning of a comprehensive government transformation that redefines the purpose of government administration and provides a flexible institutional environment capable of interacting with the acceleration of technology, stressing that the shift in government administration thinking is what makes the difference between governments that keep pace with change and those that create it.

Dr. Younis Abu Ayoub, Head of the Governance and State Building Division at the United Nations Economic and Social Commission for Western Asia (ESCWA), said that the strength of modern governments is no longer measured only by infrastructure, but also by their digital capabilities, pointing out that artificial intelligence has become the focus of effective public administration and a tool to enable governments to predict the future and make more fair and transparent proactive decisions.

His Excellency Dr. Ali bin Sebaa Al Marri, CEO of the Mohammed bin Rashid College of Government, said that the forum constitutes an intellectual platform that brings together experts and decision makers to exchange experiences and formulate visions that support the readiness of Arab governments for digital transformation.

Dr. Fadi Salem, Director of the Policy Research Department at the college, confirmed that the forum focuses this year on the governance of artificial intelligence and digital transformations in the Arab region, pointing to the launch of the Center for Research on the Future of Governments and a regional report in partnership with “Google.org” on the reality of emerging companies in the field of artificial intelligence in ten Arab countries to support innovation and digital transformation policies in governments.
