Hold The Shura Council Today, Tuesday, it held its eighth regular session of the work of the second year of the ninth session, headed by the Speaker of the Council, Sheikh Dr. Abdullah bin Mohammed bin Ibrahim Al Sheikh.

At the beginning of the session, the Council reviewed the agenda of its eighth regular session, and the items contained therein, and took the necessary decisions regarding them.

The Council issued a decision during the session regarding what was included in the report. Annual The Human Resources Development Fund for the fiscal year 1445/1446 AH, in which the Fund called for a comprehensive review of the main performance indicators related to its strategic objectives, programs, and initiatives, and their development.

The Council took its decision after listening to the point of view of the Human Resources and Social Development Committee, which was read by Council member and Chairman of the Committee Abdullah Al Tawi, regarding the members’ comments and opinions that They expressed it in a previous session regarding what was included in the annual report of the Human Resources Development Fund.

Human Resources Development Fund

In its decision, the Council called on the Human Resources Development Fund to work with the Ministry of Human Resources and Social Development, and the relevant authorities; To increase the employment rates of job seekers from new entrants to Labor market, taking into account these ratios in all sectors, calling on the Fund to coordinate with the relevant authorities; To develop a plan to increase the number of people employed in quality jobs and high-income jobs of the future.

He also called for redesigning and developing vocational guidance programs; By applying the results of behavioral interventions to positively influence the behaviors of beneficiaries of vocational guidance services and programs.

In the same resolution, the Council called on the Fund to coordinate with the relevant authorities; To study the development of current training and employment support programmes; Taking into account integrated qualitative employment that keeps pace with labor market changes for job seekers with educational qualifications that are less in demand in the labor market for nationalized professions.

Saudi Fund for Development

The Shura Council issued another decision during the session regarding what was included in the annual report of the Saudi Fund for Development for the fiscal year 1445/1446 AH, in which the Saudi Fund for Development called for coordination With the relevant authorities; To expand participation in the Kingdom’s representation in regional and international development institutions; In order to achieve its strategic objectives.

The Council took its decision after listening to the point of view of the Foreign Affairs Committee, which was read by the Council member and Chairman of the Committee, Aqla Al-Aqla, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Saudi Fund for Development.

In its decision, the Council called on the Fund to coordinate with the Public Investment Fund; To study the possibility of creating or developing a program that supports national private sector companies; To contribute to the implementation of its foreign projects.

The Shura Council also called on the Fund to build a national advisory system for international development in cooperation with universities and Saudi think tanks.

Unified National Platform for Finance

In another decision it issued during this session, the Shura Council called on the Small and Medium Enterprises Bank to raise the rate of digital transformation and activate the role of "The unified national financing platform"; To develop value-added non-financial products; It raises the efficiency of financing.

The Council took its decision after listening to the viewpoint of the Trade and Investment Committee, which was read by Council Member and Vice Chairman of the Committee, Thamer Nassif, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Small and Medium Enterprises Bank for the fiscal year 1445/1446 AH.

In its decision, the Council demanded that the Bank By focusing on data-supported financing, while expanding the segment of financing products allocated to promising economic sectors.

The Council called on the bank to enhance the financial sustainability index, reduce the deficit by diversifying revenue sources, and improving operating efficiency, calling on the bank (the Saudi Venture Investment Company) to coordinate with the University Affairs Council; To study the establishment of investment funds directed to support university startups.

Tourism Development Fund

The Shura Council also issued another decision during this session regarding the contents of the annual report of the Tourism Development Fund for the fiscal year 1445/1446 AH, in which the Fund called for strengthening financial support and increasing the volume of investment in the experience and development sectors, calling for the development of key performance indicators; To measure the extent to which establishments benefiting from funding comply with disclosure requirements.

The Council took its decision after listening to the point of view of the Culture, Sports and Tourism Committee, which was read by Council member and Vice Chairman of the Committee Nasser Al-Deghaither, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Tourism Development Fund.

In addition, During this session, the Council discussed the annual report of the Special Economic Zones Center in Riyadh for the fiscal year 1445/1446 AH, after listening to a report submitted by the Hajj, Housing and Services Committee, followed by the Council member and Chairman of the Committee, Dr. Attiya Al-Atwi, regarding what was included in the Center’s annual report.

Integration of the economic model of Riyadh

After the committee’s report was presented for discussion, the Council members made a number of observations. And opinions regarding what was included in the annual report of the Center for Special Economic Zones in Riyadh, where Shura Council member Dr. Hani Aburas called on the Center for Special Economic Zones in Riyadh to complete building the future framework to accommodate the components of the knowledge economy, and to enable academic and research institutions to align their innovative outputs with the needs of the local economy and enhance the integration of the economic model of the city of Riyadh.

While a member of the Council indicated Shura Councilor Khaled Al-Saif stressed the importance of the Center strengthening the partnership with the private sector and international investors to develop economic zones in a way that enhances added value and creates quality job opportunities.

At the end of the discussion, the committee requested to be given more time to study the opinions or recommendations put forward by the members and return its point of view to the Council in a later session.

And among the topics of the memorandums of understanding On the agenda of this session, the Council approved a draft memorandum of understanding between the National Center for Vegetation Development and Combating Desertification in the Kingdom of Saudi Arabia and the National Agency for Water and Forests in the Kingdom of Morocco in the field of developing natural vegetation and combating desertification.

The Council also approved a draft memorandum of understanding between the General Authority for Statistics in the Kingdom of Saudi Arabia and the National Center for Statistics and Information in the Sultanate of Oman for cooperation in the field of statistics.
