Hamdan bin Mohammed chairs the Executive Council meeting as part of the annual meetings of the UAE government

Dubai, 4 November / WAM / In fulfillment of the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, for Dubai to be the best, most beautiful, most sophisticated and civilized city in the world, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, Chairman of the Executive Council of the Emirate of Dubai, affirmed that it is confidently continuing the comprehensive development process that makes people its primary focus, and is building an advanced model city of the future. And sustainable, which empowers talents, creates competencies, supports citizen leaders, attracts global expertise, strengthens its position in vital sectors such as aviation, sports creativity, and health excellence, and consolidates its position as an internationally competitive educational destination, and as a global financial center.

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum praised the annual meetings of the UAE government and their vital role in enhancing federal and local integration in government work, and activating participation at all levels in setting strategic development visions for the future of the country and its future generations.

His Highness said: With the vision of Mohammed bin Rashid, we are building in Dubai an integrated city that combines urbanism and nature, promotes health and quality of life, establishes the values ​​of achievement and efficiency, and enables future generations to create success, because developing Dubai to remain the best and most beautiful is a comprehensive process in the Dubai 2033 plan and its economic and social agenda, in which economic and social growth is integrated to ensure the happiness of the individual, family and society.

His Highness added: Dubai is the best and most beautiful in the world, and we want it to remain the most civilized, attractive and sustainable city, and to be the global standard in the management and design of future cities that balance human well-being and urban flexibility. Therefore, today we adopted a planting and gardening strategy, to triple the number of trees in Dubai, reach more than 630 gardens, plant 100% of the right of way, and make residential neighborhood parks just 5 minutes away from 80% of Dubai’s population.

Regarding investment in leading future sectors, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum said: Dubai has one of the largest aviation sectors in the world, and continues to consolidate its position as a competitive global center in this vital sector for the future. Therefore, today we adopted the “Aviation Talent 33” initiative, to enhance the role of national cadres in the aviation sector in its various fields, specializations, and operational and logistical services, and to provide more than 15,000 job opportunities and 4,000 training opportunities. It has adopted more than 30 global partnerships.

Regarding ensuring the availability of quality education for all, His Highness said: Education is a priority for building humanity in Dubai, and to make it among the top 10 global cities in terms of quality of education, today we have adopted a package of government incentives to expand the options for high-quality education at affordable prices, and to encourage investment in the education sector in Dubai, whose private schools include about 400,000 male and female students of various nationalities.

At the level of discovering talents in promising sectors such as sports creativity, His Highness explained: Sports have become an integrated industry and a promising investment, and our young talents are motivated to raise the UAE flag high in international sporting events, and for them we are working to develop sports skills and enhance professional opportunities for young people through a strategic plan for the sports sector in Dubai.

His Highness stressed the importance of the record achievements of the financial sector in the emirate, noting that: Dubai has become a distinguished global financial center, and the flexibility of regulatory frameworks and legal legislation enhances its leadership position in this sector. Therefore, we approved the establishment of the Financial Reorganization and Bankruptcy Court, which enhances confidence in it as a preferred global destination for advanced and safe financial transactions and services.

At the level of comprehensive health care for citizens, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum stressed that protecting individual health is a preservation of the structure of society and an investment in the future, and that the Executive Council’s approval of the “Project to Expand Early Detection Services for Citizens of the Emirate of Dubai” enhances Dubai’s global leadership in the field of advanced and proactive health care.

This came during the meeting of the Executive Council of the Emirate of Dubai, which was held today, Tuesday, as part of the annual meetings of the UAE government for the year 2025, in the presence of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai.

In implementation of the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum that Dubai be “the most beautiful, urbanized and best city to live in the world,” the Executive Council adopted the strategy for afforestation and gardens in the Emirate of Dubai, with a budget of 18.3 billion dirhams, as afforestation is one of the basic pillars of achieving this vision by enhancing the quality of life, improving the urban environment, reducing thermal emissions, and making Dubai a more sustainable and comfortable city for its residents and visitors.

The strategy includes more than 800 projects that achieve its goals, and includes more than 310 new parks, the development of more than 322 existing parks, more than 120 open spaces, more than 70 road campuses, and 14 technical projects.

The project aims to increase the number of visits to parks in Dubai to 95 million visits, triple the number of trees in Dubai to its current number, by 2040, provide a total of 187 square kilometers as a total area of ​​green areas, the equivalent of an area of ​​11 square meters per person, and use 100% recycled water for irrigation.

The project also promotes healthy lifestyles, as it aims for 80% of Dubai’s population to live within a 5-minute walk of the residential neighborhood park and a 10-minute bike ride of the district park.

The strategic project aims to develop a thoughtful and sustainable general plan for afforestation and gardens in the Emirate of Dubai, achieve effective and sustainable management of the irrigation system, reduce the effect of heat islands resulting from non-green areas, develop the garden system in Dubai and ensure its sustainability, and design future gardens that provide an exceptional experience for visitors by improving the quality and diversity of garden content, as well as enhancing advanced levels of quality of life in Dubai.

The Executive Council also approved the “Aviation Talent 33” initiative, which seeks to consolidate and enhance Dubai’s position as the aviation capital of the world in light of the increasing demand in the aviation and transportation sector, by creating a unified path to empower local aviation talent and attract its competencies in various specializations, in addition to future training and employment supported by artificial intelligence, while providing guaranteed career paths.

The initiative aims to prepare national, local and international cadres in various aviation specializations and related fields, so that they are prepared for the future, comprehensive in skills, and technological leadership, thus enhancing the distinguished world-class operation of Dubai airports and Al Maktoum International Airport, which will be the largest in the world, and also supports the aviation system in the United Arab Emirates in a comprehensive and sustainable manner.

The most important objectives of the initiative include enhancing the role of qualified and trained Emirati talent and attracting them to the aviation sector in various leadership and functional roles, in a way that supports the strategic goals of Emiratisation, in addition to providing more than 15,000 job opportunities, more than 4,000 opportunities for training and skills development, and concluding strategic partnerships with more than 30 companies in the aviation sector within the 33 Aviation Talent Network.

The initiative contributes to supporting the achievement of the Dubai Economic Agenda 33, including contributing to doubling the size of Dubai’s economy, attracting 650 billion dirhams in direct investments, and integrating 65,000 Emirati citizens into the private sector, in addition to the Dubai Social Agenda 33, by empowering Emirati individuals to achieve their self-sufficiency and financial independence, as well as consolidating its position as an international aviation center and a preferred global destination for the sector’s talents and competencies.

Aviation Talent 33 will be supported by a steering committee from the aviation sector that sets strategic directions and oversees policy alignment and approval of investments and projects supporting the initiative.

The Executive Council also adopted a policy of increasing and encouraging good schools with acceptable fees, which contribute to achieving the goals of the Dubai Social Agenda 33 by developing the educational system that is more capable of keeping pace with Dubai’s future ambitions, enhancing its human capital, and improving education at all levels by raising quality and providing acceptable costs, so that the quality of education in Dubai is among the ten best cities in the world.

The policy is in line with the Dubai Education Strategy 2033, in providing high-quality education available to all with equal opportunities, with the aim of ensuring the provision of education at an acceptable cost in line with future trends in the growth of student numbers and their needs, enhancing Dubai’s competitive position and global leadership in the field of education, and supporting the sustainable development of human capital in line with the Dubai Economic Agenda D33.

The policy falls within Dubai’s Education Strategy 2033, which aims to provide affordable education opportunities within flexible regulatory frameworks that take into account the interests of parents and investors and raise their levels of satisfaction.

The policy aims to attract about 60 new schools with acceptable fees by 2033, and add about 120,000 new academic seats while maintaining diversity and quality. The policy also provides incentive opportunities to reduce government fees for new private schools with acceptable fees.

The policy proposes an incentive package for investors in the education sector, by establishing new schools to provide education at acceptable fees, including reducing the rent of educational lands allocated to these schools.

The policy includes a number of programs to achieve its goals, starting with controlling educational land rent increases and ensuring their stability, through developing an index for educational land rent in cooperation with the Dubai Land Department, and developing a framework plan for education within the Dubai Urban Plan by identifying future educational lands and mechanisms for allocating them, so that appropriate schools are selected for the targeted areas, in cooperation between all concerned parties and in coordination with the Knowledge and Human Development Authority, the Dubai Municipality, the Knowledge Fund Foundation, and developers, to ensure integrated and balanced spatial planning.

The policy also aims to facilitate teachers’ access to affordable housing near school areas, which supports the professional stability of teachers, and allows the flexible design of multi-storey school buildings within the vertical school model that accommodates a larger number of students.

The Executive Council also approved the Strategic Plan for the Sports Sector 2033, which constitutes an ambitious roadmap that consolidates Dubai’s position as one of the most prominent sports destinations in the world, and enhances its position as an incubating environment for innovation, competitiveness, and sustainability, by launching specific initiatives that create a real shift in infrastructure development, stimulating community participation, and attracting the finest international sporting events.

The plan supports the achievement of Dubai Social Agenda 33 to develop the city with its optimal living experience and sports activity, as it works to enhance the infrastructure and leading services to discover and develop sports talent.

The strategic plan for the sports sector also aims to consolidate Dubai’s position as a premier global destination in the field of sports. It also seeks to make Dubai the best sports community and the most prominent destination for sports excellence in the world.

The plan is based on four basic pillars: events by attracting the best international events to Dubai and supporting local events to reach the international level, clubs by enhancing the Council’s role in supporting government and private clubs and providing incentive programs to develop the sports system, talents by focusing on developing sports talents through specialized programs and centres, and society by stimulating community participation in sports activities. It is also based on four main enablers: data, technology, media, finance and investment, infrastructure, and institutional governance.

The strategic plan, which was developed through the Dubai Sports Retreat and a community opinion survey, includes 19 programs and 75 initiatives distributed over 17 priority sports within emerging sports, community sports, and sports with global resonance, serving all segments of society, especially youth and people of determination.

In support of achieving Dubai’s financial sector strategy and its ambitious goal to be the most prominent destination in the world for financial services, the Executive Council approved at its meeting the “project to establish the Financial Reorganization and Bankruptcy Court,” which specializes in requests and lawsuits for financial reorganization and bankruptcy in a way that achieves complete justice.

The project aims to attract investments, help merchants and commercial companies settle their debts, avoid liquidation of their funds, and preserve the rights of creditors, which include restructuring, repaying debts, and continuing to practice commercial activities without prejudice to justice.

The step to establish the Financial Reorganization Court supports raising the efficiency of litigation and accelerating its procedures, which contributes to placing Dubai among the three most important global financial centers, in line with the Dubai Economic Agenda D33, in addition to supporting the national economy.

The Council also approved a project to expand the scope of providing early detection services to citizens of the Emirate of Dubai, which aims to enhance the prevention of some chronic diseases for citizens and reduce the health and financial burden of their treatments.

In line with Dubai Plan 2033 and its Social Agenda 33, and in accordance with the health sector strategy adopted by the Executive Council, to achieve the most efficient and high-quality health system that keeps pace with the best international standards by developing the quality of health, preventive, physical and psychological services, the project contributes to providing proactive protection from diseases, their prevention and early care for those infected with them.

In addition to supporting the target of reaching a healthy life expectancy among the top ten in the world stipulated by the Dubai Social Agenda 33, the health and preventive project’s objectives include reducing chronic diseases that cause 52% of deaths, achieving a 40% increase in colon cancer early detection rates, reducing the financial burden directed at treating diseases, a 50% increase in the provision of vaccination services, achieving a rate of more than 90% of patient satisfaction with early detection services, and reducing the time for obtaining an appointment for early detection to seven days or less than That.
