We achieved 67% of the goals of the “We are the Emirates 2031” vision.

The Minister of Cabinet Affairs, Mohammed Abdullah Al Gergawi, confirmed that the UAE was able to achieve 67% of the goals of the “We are the Emirates 2031” vision, according to recent reports and follow-up of performance indicators, leaving six years to achieve the full goals of the vision.
He said, “The annual meetings of the UAE government are not just an annual occasion held periodically, but rather a national government exercise in which we evaluate our performance, define our priorities, and review the compass of our grand vision: the We Are the Emirates 2031 vision that was launched three years ago at the annual meetings.”
He added: “These achievements that have already been achieved are not the finish line, and the real criterion is what will we add in 2026? How do we close the remaining gaps? How do we ensure that the UAE remains at the forefront in a world that waits for no one?
He said, “The program of the UAE government’s annual meetings for this year raises questions and major questions, and provides practical answers through key sessions, national briefings, a joint national exercise, interactive retreats and workshops, and exceptional meetings.”
This came during his speech at the opening session of the annual meetings of the UAE government 2025, held in the capital, Abu Dhabi.
He added: “A year ago, on November 5, 2024, news headlines in the world were talking about crises and conflicts, a slowing economy, artificial intelligence advancing faster than legislation, and major elections in more than 70 countries that chart the features of a new phase in global political history. Today, a year later, we read almost the same scene: conflicts on more than one continent, escalating economic and geopolitical threats, a global race for energy and raw materials, artificial intelligence and space, and a world in a state of crisis.” It is a constant worry… and the common denominator between last year’s news and this year’s news is that challenges do not stop, threats change their forms, and technological development accelerates, in a world where facts change every day.”
He stressed that the UAE turned challenges into opportunities thanks to the vision of the leadership, as His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, several years ago, outlined the features of the new balance between East and West, and worked on economic development, adopting artificial intelligence technology, building humanity, creating awareness and maturity in society, and consolidating the values of tolerance in an increasingly divided and extremist world.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, also summarized the philosophy of progress by saying: “We in the UAE want to be number one… First place is not a position on the map of indicators, but rather a mentality in management, a culture in the teams, and a methodology in implementation. First place means always asking ourselves: Did we provide the best for the country? Have we added new value to the world?
Al Gergawi pointed out that with this leadership thought, the UAE achieved advanced performance in the indicators of global competitiveness reports this year, as it came first in the world in 264 indicators, and among the top five countries in the world in 504 indicators, as well as among the top 10 countries in the world in 710 indicators.
He noted that the year 2025 is the best economic year for our country, during which the UAE has achieved exceptional achievements, pointing out that the basis of the UAE’s economic superiority globally is the country’s high flexibility, as the International Monetary Fund confirmed in its latest report weeks ago, as it expected the growth of the UAE’s economy this year to exceed the global average to reach 4.8%.
He added: “The value of the country’s non-oil foreign trade reached about three trillion dirhams in 2024, and in the first half of this year alone, the growth rate of non-oil foreign trade reached 24.5%, compared to the first half of last year.”
The best country in the world
The Minister of Cabinet Affairs, Mohammed Abdullah Al Gergawi, pointed out that, in just one year, the UAE has consolidated its diplomatic and humanitarian presence on the international arena, and proven that its role goes beyond participation to influence, and formulate new trends in global cooperation.
He said: “We are here at the annual meetings of the UAE government, because we are part of a system that creates the future and moves towards one goal, which is for the UAE to be the best country in the world.”
Al-Gergawi pointed out that “in a world that changes every day, and in a time that waits for no one, there is no place except for those who have courage… the courage to dream, the courage to decide, and the courage to insist on being the best, as our leadership has taught us that success is a temporary station, and that first place is the beginning of a new race, and that satisfaction is the enemy of ambition.” He concluded his opening speech for the work of the annual meetings of the UAE government 2025, by emphasizing that “the UAE is moving on a solid foundation: wise leadership and people.” Ambitious, and a government that works with the spirit of one team,” adding: “Today it is the responsibility of all of us to preserve this spirit… the spirit of one team, the spirit of union, the spirit of the sons of Zayed… our goal is one and does not change: for the UAE to be better every year than the year before, for the UAE to be the best country in the world.”
