Ahmed bin Mohammed issues two decisions to form committees to develop the film and electronic games sectors in Dubai

His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, issued two decisions to form two specialized committees; The first is concerned with developing the film sector, and the second is developing the electronic games sector, as part of the efforts of the Dubai Media Council to provide an integrated environment that supports innovation in the media field and anticipates its future, and within the framework of the Council’s jurisdiction to enhance the capabilities of the main sectors of Dubai’s media, and provide them with the elements of excellence, most notably young talents and competencies and creative cadres, and in harmony with the Council’s vision and mission in strengthening Dubai’s position as a global center for media and creative production.

His Highness issued Dubai Media Council Resolution No. (8) of 2025 to form the “Dubai Film Sector Development Committee” headed by Issam Kazim, Member of the Dubai Media Council, Department of Economy and Tourism in Dubai. His Highness also issued Council Resolution No. (9) of 2025 to form the “Dubai Electronic Games Committee” headed by Khalfan Belhoul, Member of the Dubai Media Council, Dubai Future Foundation, as two committees affiliated with the Dubai Media Council, with the two decisions to be effective from the date They were issued, while His Highness directed the preparation of a comprehensive action plan that supports the development of the film and electronic games sectors by providing quality services and facilities in line with the highest international standards.

On this occasion, His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum stressed that the establishment of the two committees comes within the framework of completing the organizational structure for supervising two important sectors that hold many opportunities, especially since Dubai possesses the elements that enable it to achieve a global media status with its strong distinguishing factors that include a digital infrastructure that is considered among the best in the world, advanced regulatory frameworks that keep pace with rapid technological progress, and highly efficient and reliable logistical services, as well as Because of its distinguished geographical location in the heart of the world.

His Highness said: We have great ambitions for the future of Dubai’s media and sectors that are today at the forefront of global attention. We work according to a systematic mechanism and planning based on careful monitoring of global developments in the field of media to quickly keep pace with them to achieve leadership in them. We trust in the ability of the work teams to do everything necessary to consolidate Dubai’s position as a center of innovation and the capital of the digital and creative economy, and a point of attraction for investments and distinguished competencies in these two fields.

In addition, Mona Ghanem Al Marri, Vice President and Managing Director of the Dubai Media Council, confirmed that the establishment of the Dubai Film Sector Development Committee and the Dubai Electronic Games Committee represents a qualitative step that reflects the ambitious vision of our wise leadership in strengthening Dubai’s position as a global center for media and creative production, noting that this step comes in support of the Council’s efforts to keep pace with the development of creative industries, and provide a stimulating environment for the growth of national talent and attracting international expertise.

She added: The establishment of the two committees constitutes an important push towards developing an integrated and sustainable media system that enhances Dubai’s competitiveness and opens broad horizons for investors, content makers and creators in the fields of films and electronic games, in line with the objectives of the Dubai Economic Agenda D33 in building an economy based on knowledge, creativity and technology. Our vision is clear, which is that the creative economy will be at the heart of the Dubai economic system, and that the film and electronic games sectors will be transformed into platforms that export creativity from Dubai to the world.

The two new committees will work to provide quality services that contribute to confirming Dubai’s position as a global center for media and creative production. The Dubai Film Sector Development Committee will provide facilities for the sector in coordination with the relevant authorities, and through cooperation with local and international production studios, taking care of specialized training programs and supportive platforms for young filmmakers, and opening wider areas for promising talents to grow and develop.

The Dubai Film Sector Development Committee includes: Hisham Sultan Al Olama, Dubai Media Council, as Vice Chairman of the Committee, and members: Jamal Al Sharif, Dubai Development Authority, Shaima Al Suwaidi, Dubai Culture and Arts Authority, Badr Anwahi, Dubai Municipality, Abdullah Al Ali, Dubai Roads and Transport Authority, Mansour Al Malik, Dubai Customs, Ahmed Balqaizi, Dubai Civil Aviation Authority, and Colonel A. D. Saud Faisal Al Rumaithi, Dubai Police, Colonel Ali Al Hammadi, General Directorate of Identity and Foreigners Affairs, Fatima Al Mutawa, Dubai Airports, and Maryam Al Mahri, Emirates Airlines.

The Dubai Electronic Games Committee will be concerned with building partnerships and providing services and facilities that support the development of this sector, and facilitating the discovery and encouragement of young competencies and promising talents, by paying attention to specialized training and professional programs, and stimulating emerging companies to grow, in a way that serves to advance the digital economy, confirm Dubai’s regional and global leadership in this field, and create new opportunities for innovators and investors.

The Dubai Electronic Games Committee includes: Hisham Sultan Al Olama, Dubai Media Council, as Vice Chairman of the Committee, and members: Ahmed Al Khaja, Department of Economy and Tourism in Dubai, Shaima Al Suwaidi, Dubai Culture and Arts Authority, Brigadier Dr. Mansour Al Razouqi, Dubai Police, Ahmed Hamza, Dubai Multi Commodities Centre, Mohammed Al Balushi, Dubai International Financial Centre, Hanan Ahmed, Integrated Telecommunications Company – “du”, Issa Al Marzouqi, Dubai Sports Council, and Abdullah Al-Qaoud, Dubai Rooms.

Dubai Media Council Resolutions No. (8) and (9) of 2025 obligated government agencies and other relevant bodies to cooperate fully with the committee, and to provide it with the data, information, statistics, documents, studies and reports that it requests, and which it deems necessary to enable it to perform the tasks assigned to it under the provisions of these two resolutions.
