The National Finance Committee estimates the federation’s general budget revenues for the fiscal year 2026 at 92.4 billion dirhams.

The Financial, Economic and Industrial Affairs Committee of the Federal National Council, during its meeting held today, Tuesday, November 25, 2025, at the headquarters of the General Secretariat in Dubai, headed by Saeed Rashid Al-Abdi, Chairman of the Committee, discussed a draft federal law regarding linking the general budget of the Federation and the budgets of independent federal agencies for the fiscal year 2026, in the presence of representatives of the Ministry of Finance.

The meeting was attended by committee members, Khaled Omar Al Kharji, committee rapporteur, Dr. Tariq Humaid Al Tayer, First Deputy Speaker of the Council, Aisha Rashid Laytim, Marwan Obaid Al Muhairi, and Mona Khalifa Hammad, members of the Federal National Council. Also present from the Ministry of Finance was Saeed Rashid Al Yateem, Assistant Undersecretary for the Budget and Government Revenue Sector.

The explanatory memorandum received from the government on the draft law stated that the revenues of the general budget of the Union for the fiscal year 2026 were estimated at 92 billion and 400 million dirhams, and expenses were estimated at the same amount.

The draft law aims to support the government’s plans aimed at enabling ministries and federal agencies to implement strategic and operational programs and initiatives in accordance with what is approved in the budget, by providing the necessary financial appropriations to implement their strategies for the fiscal year 2026. The draft law consists of 4 articles, where the first article deals with the expenditures and revenues of the general budget of the Union, and the second article approves the budgets of the independent federal agencies covered by the law, and the third article grants the Ministry of Finance the powers to take the necessary financial and accounting measures to implement the general budget, Including providing funding for expenditures and projects approved by the Council of Ministers, providing additional funding to federal agencies, and financial amendments associated with the restructuring of the federal government, while Article Four dealt with the provision related to publishing the law and implementing it.
