The Federal Judicial Council issues 5 new regulatory decisions in implementation of the new Personal Status Law

The Federal Judicial Council announced the issuance of five new regulations in implementation of the Federal Personal Status Law issued by Federal Decree Law No. 41 of 2024, in a step that constitutes a qualitative shift in developing the family justice system and unifying its procedures at the level of the federal courts.
The new package includes organizing the work of arbitrators, family guidance, seeing children in custody, certificates and documentation, and organizing the work of legal officials.
These regulations focus on accelerating procedures, expanding the scope of digital services, developing the system of marriage, vision and legal documentation, while ensuring higher protection for children and promoting the amicable settlement of family disputes in a way that reflects a more flexible and efficient judicial approach.
The regulations include Resolution No. 66 of 2025 regarding the regulations organizing the work of arbitrators, which specifies the conditions for their selection and the mechanisms for their role in addressing marital disputes and submitting their reports to the court.
Resolution No. 67 of 2025 was also issued regarding the Family Guidance Regulations, which gives family mentors a broader role in resolving disputes amicably and gives their agreements the force of executive support.
The package included Resolution No. 68 of 2025 regarding the Regulations for the Vision for Foster Care, which provides a clear legal framework for implementing the provisions of the Vision in a manner that takes into account the psychological and social interest of the child.
Resolution No. 69 of 2025 was also issued regarding certificates and documentation, which enhances reliance on electronic documentation and ensures the highest levels of reliability and ease of access to data, in addition to Resolution No. 70 of 2025 regulating the work of legal officials, which specifies licensing conditions and controls for concluding marriage contracts electronically and with a digital signature while allowing contracts to be completed remotely.
Abdullah Sultan bin Awad Al Nuaimi, Chairman of the Federal Judicial Council and Minister of Justice, stressed that this step represents a pivotal push to build an advanced family justice system in line with the needs of Emirati society, noting its consistency with the directives of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, to make 2026 the “Year of the Family,” in support of the national agenda aimed at strengthening family cohesion and consolidating its values and developmental role.
These regulations reflect the aspirations of the federal judiciary towards improving personal status procedures, raising the quality of judicial services, and promoting digital transformation in the courts, in line with the objectives of the “We Are the Emirates 2031” vision in building a more cohesive society and more efficient institutions, in addition to supporting the sixteenth goal of the “Sustainable Development Goals” related to justice and strong institutions.
