Controversial American plan

Washington had presented a first draft of 28 points to put an end to the conflict, which included the withdrawal of Ukrainian forces from Donetsk and American recognition of the fait accompli in Donetsk, Crimea and Lugansk as Russian territory, which sparked objection from Kiev and several European capitals.
