The Council was established under the leadership of a higher council of heads of member states to achieve coordination and integration between member states in all fields, and to establish similar systems in the fields of economy, finance, trade, customs, transportation, education, culture, and social and health affairs. Media and tourism, in addition to legislation and administration, and encouraging Scientific and technical progress in the fields of industry, mining, agriculture, aquatic and animal resources, establishing scientific research centers, establishing joint projects, and stimulating the private sector to benefit the peoples of the region." target="_blank">Gulf Summit Riyadh witnessed when the Kingdom hosted the work of the second session of the Council on November 10, 1981 AD, headed by King Khalid bin Abdulaziz Al Saud – may God have mercy on him -.

The political and economic situation

During the summit, the leaders reviewed the political, economic, and security situation in the Gulf region, in light of regional developments. They also discussed attempts by other powers to establish themselves in the region and threaten its security and sovereignty, stressing the rejection of these attempts that aim to secure influence for foreign powers.

The Council announced its intention to continue coordination among member states to confront the dangers surrounding the region and enhance communications to support Gulf security.

The Palestinian Issue

The summit also decided to request the Kingdom to include the principles of peace related to the Palestinian issue that the Kingdom announced regarding a just and comprehensive solution to the issue on the agenda of the twelfth Arab Summit Conference in Morocco, with the aim of crystallizing a unified Arab position. It was also decided that the member states would make diligent efforts in order to achieve Arab unity.

In another matter during the summit, the Council approved the economic agreement that was initialed by the Ministers of Finance and Economy in Riyadh on June 8, 1981.
