The authority indicated that the aviation security sector undertakes the task of field inspection and monitoring to verify the compliance of those authorized with the provisions of the regulations, provided that all violations that are monitored are referred to the committee to look into the matter. Penalties for practicing activities without a permit

The regulations confirmed that the financial penalties range between one thousand riyals and fifty thousand riyals, depending on the type and severity of the violation, without prejudice to the powers of other relevant authorities.

It stressed that practicing Aviation Security Without obtaining a regular permit issued by the Authority, or continuing to work without renewing the permit, is considered one of the most severe violations, and requires the imposition of a fine of up to 50 thousand riyals.

The regulations stipulate the imposition of a fine of five thousand riyals in the event of changing the location of the authorized person without obtaining prior approval from the Authority, or when changing the postal address or contact numbers without notifying the Authority within a period not exceeding three months from the date of the change.

A fine of ten thousand was imposed. Thousands of riyals for violations that include preventing the Authority’s inspectors from performing their supervisory duties, refraining from providing the required data and information, or providing incorrect information.

Controls for the work of security guards

The penalties also included imposing a fine of ten thousand riyals when security guards are not present at their assigned sites or neglect to perform their duties, as well as when employing non-Saudi security guards or security apparatus operators in violation of the approved regulations. On the other hand, the regulations specified a fine of one thousand riyals in the event of not placing the original permit in a clear and prominent place within the authorized person’s office, or carrying out work with a copy of the permit that is not an original.

It considered working with a copy of a permit in an unauthorized location, or using a forged permit, as serious violations that require a fine of up to 50 thousand riyals.

Unclassified violations

The regulations grant the Authority the authority to impose fines on violations not classified in the penalty schedule, provided that they are not less than one thousand riyals and do not exceed fifty thousand riyals, according to its discretion and in proportion to the nature of the violation.

The regulations stipulate in cases of cancellation of the permit, Among them are relinquishing ownership of the company, failure to start activity within six months of granting the permit without acceptable justification, ceasing activity for more than a month, expiration or non-renewal of the license of the Supreme Authority for Industrial Security, cancellation of the commercial register, expiration of the permit period without renewal, or non-compliance with the provisions of the regulation, without the right of the authorized person to demand any financial sums.

The regulation concluded by granting the Authority’s Board of Directors the power to amend, add or delete its provisions whenever necessary, provided that the final declaration is issued by the President of the General Authority. Civil Aviation or its authorized representative, after fulfilling all conditions and requirements, within the framework of the Authority’s endeavor to regulate the aviation security sector and raise the level of safety and security at the Kingdom’s airports in line with international best practices.
