Ministry of Climate Change and Environment launches report"Assessing climate adaptation financing capacities" In the Emirates

Abu Dhabi, 14 January / WAM / The Ministry of Climate Change and Environment, in cooperation with the Global Green Growth Institute, issued the “Climate Adaptation Financing Capacity Assessment” report, which assesses the country’s readiness to mobilize, allocate and sustain the necessary financing to support climate adaptation efforts.
The report focuses on six main axes and analyzes the current means of financing climate adaptation through government institutions, private sector companies, and civil society organizations, and identifies opportunities to accelerate the flow of capital towards climate adaptation investments.
This assessment was prepared in cooperation with the Global Green Growth Institute, and was launched during a dedicated session on climate risks and resilience in the UAE within the activities of Abu Dhabi Sustainability Week 2026, which highlighted the need to enhance private sector participation in climate adaptation efforts through knowledge exchange, cooperation, and joint teamwork.
On this occasion, Her Excellency Dr. Amna bint Abdullah Al Dahhak, Minister of Climate Change and Environment, said: “The launch of the ‘Assessment of Climate Adaptation Financing Capabilities’ report constitutes a pivotal milestone in the UAE’s journey towards enhancing climate resilience. The results of this assessment confirm the possibility of integrating climate adaptation financing initiatives into the country’s national development strategies, ensuring that concrete measures are taken that contribute to advancing the process of progress.”
At the beginning of the session, Her Excellency Amna Al Dahak confirmed that this new assessment will enable the UAE to move forward in implementing an effective strategy based on each sector assuming the responsibility assigned to it.
She added that the UAE’s vision for a sustainable future requires an integrated, balanced and comprehensive environmental system for all, and the new assessment will help us direct climate action efforts in a way that unites Emirati citizens and gives every individual an important role in our journey.
In turn, His Excellency Kim Sang-hyup, Director-General of the Global Green Growth Institute, said: “The UAE’s financial strength and high institutional capabilities provide a solid foundation for enhancing climate adaptation financing capabilities, and allow for a more formal character of climate adaptation financing mechanisms to enhance their effectiveness and impact.”
The report adopts a hybrid methodology based on benchmarking and international best practices, and the evaluation results confirm that the UAE’s financial strength and high institutional capabilities provide a solid foundation on which to build.
The report indicates that the UAE applies one of the most disciplined and transparent budget systems in the region, and has a highly efficient financial management system in accordance with regional and global standards.
Moreover, the report highlights areas that require greater institutional regulation to finance climate adaptation initiatives, and presents important proposals for development in this context. For example, the report indicates that although the UAE has advanced meteorological data and risk maps, the presence of a unified platform open to all or a national climate risk model would guide insurance companies and banks in pricing risks, thus supporting efforts to enhance climate resilience.
The report launch ceremony was attended by representatives of the Ministry of Climate Change and Environment, the Global Green Growth Institute, many private sector companies, academia, and federal and local government agencies, with the participation of many civil society organizations.
The discussions that took place during the report’s release ceremony will contribute to the development of the UAE’s national adaptation plan to reflect the results of the assessment and ensure that national priorities in the field of climate adaptation are transformed into concrete actions.
