The new higher education law moves educational institutions from the logic of control to partnership in building the system

The Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, Dr. Abdul Rahman Al-Awar, confirmed that the new law brings about a qualitative shift in the way of dealing with higher education institutions, as it is not limited to regulating them or subjecting them to traditional oversight frameworks, but rather establishes an effective partnership with them in building and developing the educational system. Al-Awar explained that this trend enhances the role of universities as a major contributor to achieving quality and sustainability of education, and gives them a wider space for innovation and responsibility, in line with national trends towards raising the efficiency of educational outcomes and enhancing their competitiveness.

Al Awar said during the dialogues on the future of higher education organized by the Ministry of Higher Education and Scientific Research today in Dubai, that the development of the higher education system in the UAE stems from modern and flexible legislation, capable of responding to future changes and the needs of the accelerating labor market, in a way that supports students’ readiness and consolidates the competitiveness of educational institutions at the regional and global levels.

Learning styles
The Acting Minister of Higher Education and Scientific Research said that the new higher education law represents a qualitative leap in the path of developing the system, explaining that it achieves a clear balance between best governance practices and quality assurance on the one hand, and between empowerment, flexibility and diversity on the other hand, which gives higher education institutions a wider space for innovation, and supports their ability to adapt to the rapid transformations in education patterns and labor market requirements.

He pointed out that this trend establishes the principle of institutional integration, ensuring unified visions and coordination of efforts at the state level, stressing that integration represents a fundamental pillar for the success of any modern educational system, and increases the efficiency of joint work between the concerned parties.

Al-Awar stated that the law pays special attention to the integration of the data system and its exchange with educational institutions, as it is a pivotal element in empowering students, improving the quality of planning, and supporting decision-making based on accurate and reliable data, which reflects positively on the efficiency of application and the quality of educational outcomes.

Legislative framework
Al-Awar pointed out that the new legislative framework was not designed in isolation from the reality of the system, but rather came as a result of careful reviews and extensive dialogues, which included listening to the comments of partners in the educational sector, and benefiting from the best international practices and experiences, which reflects a participatory approach that places communication and listening at the heart of the development process.

He stressed that ensuring the optimal application of the provisions of the law requires legislative clarity and continuous interaction, stressing that any successful legislative or regulatory transition requires close cooperation between the various parties of the system, to achieve the ambitious goals that the sector aspires to.

Abdul Rahman Al-Awar stressed that joint cooperation will contribute to building an integrated higher education system that nurtures the student and prepares him for the labor market, supports higher education institutions and supports their global competitiveness, and consolidates the confidence of society and the economy in the ability of the higher education and scientific research system in the country, expressing his aspiration for frank and constructive dialogues that put the student, the quality of education and the future of the nation at the top of priorities.
