Dubai Roads signs an agreement with Boring to start implementing the Dubai Loop project for passenger transport tunnels

During the World Government Summit 2026, which concludes in Dubai on February 5, the Dubai Roads and Transport Authority (RTA) signed a strategic partnership agreement with the American company The Boring Company, which specializes in developing tunnel systems and innovative passenger transportation solutions, to begin implementing an advanced tunnel project for passenger transportation in the Emirate of Dubai, “Dubai Loop,” using advanced technologies that contribute to creating a qualitative shift in the transportation system and enhancing the efficiency and smoothness of movement in high-density urban areas.
The agreement was signed by Mattar Al Tayer, Director General and Chairman of the Board of Directors of the Roads and Transport Authority in Dubai, and James Fitzgerald, on behalf of The Boring Company, in the presence of a number of senior officials from both sides.
Under the agreement, the implementation of the first phase of the project will begin through the construction of a 6.4-kilometre pilot route, which includes four stations, linking the Financial Center area to the Dubai Mall, in preparation for expanding the implementation of the full route of the project, which extends up to 22.2 km, and includes 19 stations, linking the commercial and financial center areas, and the Business Bay area.
The Dubai Loop project includes the construction of tunnels with a diameter of 3.6 meters, designated for transporting vehicles, using advanced digging techniques that allow for speedy completion, reduced implementation costs, and reduced impact on existing roads and facilities, compared to traditional transportation systems.
The cost of implementing the first phase of the path is estimated at approximately 565 million dirhams, with an implementation period estimated at approximately one year after completing the necessary design and equipment work, while the cost of implementing the total path is estimated at approximately 2 billion dirhams, with an implementation period estimated at approximately 3 years.
Al Tayer said that the signing of the agreement comes within the framework of the directives of the wise leadership, to strengthen strategic partnerships with leading international companies in the fields of innovation and advanced technologies, and to consolidate the position of the Emirate of Dubai at the forefront of global cities in implementing future mobility solutions, and adopting advanced technologies that contribute to improving the quality of life and facilitating the movement of residents and visitors in the Emirate of Dubai, and keeping pace with the rapid urban and economic growth witnessed by the emirate.
He added that the project represents a qualitative addition to the transportation system in Dubai, as it contributes to enhancing the integration of different modes of transportation, and providing flexible and effective solutions for the first and last miles, noting that studies have shown the efficiency of the project in terms of capacity and operational cost, as the experimental route is expected to serve about 13,000 passengers per day, while the capacity of the total route reaches about 30,000 passengers per day.

It is noteworthy that, at the World Government Summit 2025, the Roads and Transport Authority signed an agreement with “The Boring Company” to study the implementation of the project in Dubai. The Authority provided the company with geotechnical data, information about facilities and structures, and environmental risks, in addition to the specifications and standards approved for transportation systems in Dubai, while the company provided technical studies, safety information, and development details for the system and the proposed routes, in cooperation with international expert houses.
