I introduced The General Authority for Transport A new executive regulation for the activity of transporting goods by motorized bicycles, which included progressive financial fines and strict confinement procedures, with the aim of regulating the market and raising the levels of safety and quality in logistical services in the Kingdom.

The General Authority for Transport developed a comprehensive table for classifying And operational operations, as the Authority considered that any action that affects the public impression of the activity or the method of transportation is a serious violation that requires direct punishment without just a warning.

The Authority has tightened the financial penalties for practicing the activity without a license, as the maximum fine for large establishments reaches 28,800 riyals, with the bike impounded for 40 days, while the penalty for individuals for the same violation is 16,800 riyals.

The Authority has activated a strict mechanism to double the fines in the event of the same violation being repeated within one year, as the doubling starts from twice and reaches five times the basic fine when repeated for the fourth time or more.

Powers of Inspectors

The regulation granted broad powers to the inspectors and the Violations Review Committee, including impounding vehicles for a period of up to 60 days in advanced cases of repetition, and suspending the license for a period of up to 9 months for non-compliant establishments.

The regulations obligated inspectors to apply the warning principle exclusively to violations classified as “non-serious” for the first time only, while granting a specific corrective period, provided that this principle does not apply when the violation is repeated.

The new controls focused on protecting the final beneficiary, by imposing fines on drivers who violate the privacy of customer data or tamper with transported goods, classifying these acts as serious violations.

The legislation required that Establishments appoint a Saudi operational supervisor for every 50 motorcycles, imposing a fine of 12,800 riyals on large establishments that violate this important localization condition.

Defamation of violators

The penalties included deterrent measures, including the deportation of non-Saudis who violate the provisions of Article Four of the law from the Kingdom, in addition to defamation of violators in local newspapers at their own expense after the ruling becomes final.

It also prohibited The regulation completely prohibits transporting passengers via motorized bicycles designated for goods, or transporting dangerous materials, considering these to be serious violations that require immediate financial fines and double them upon repetition.

Within the framework of technical quality control, the regulation imposed fines for the lack of approved technical equipment in the bicycle, or the absence of a suitable container for safe storage and maintaining the required temperature for the goods.

The new rules gave the competent committee the authority to close the violating store or block the applications and websites of the establishments. The violation, in whole or in part, is taken as administrative punitive measures to ensure compliance.

The Authority concluded its controls by emphasizing that the seized motorbike will not be delivered until the end of the seizure period and the full payment of fines and fees due, to ensure seriousness in implementing the system.
