The Ministry of Culture, represented by the Heritage Authority, issued The National Register, with the need to provide accurate data including the region, city, or governorate, classification of the craft, status of the craftsman, title of the craft, contact information including mobile number and e-mail, academic qualifications, certificates and courses, years of experience, professional memberships, and any additional information determined by the Council.

The regulations clarified the mechanism for amending data or deleting the registration, stressing that if any of the registration conditions are missing, the craftsman will be notified, and if the condition is not met within 30 days, the registration will be deleted.

Crafts and handicrafts

The regulation specifies the fields of crafts and handicrafts, including: wood, imaginative, metal, leather, textile, jewelry, traditional construction, binding and gilding, embroidered crafts, pottery, perfumes and incense, and supporting handicrafts. It also stipulates that the council can add new sub-fields of crafts or amend them. The list is in coordination with the relevant authorities.

Licensing rules and types

The system obliges the authority to set licensing rules and submit them to the Ministry within 90 days from the date of publication of the regulation, specifying the types of licenses that include a craft practitioner license: for those who practice craft and Bedouin activities for commercial purposes or trade in craft products, and a shop license for selling traditional Bedouin craft products: for owners of shops that mainly sell heritage craft products.

The regulation sets standards for classifying craft and handicraft activity, such that the activity is considered craftsmanship if it contains a percentage of not less than half of Bedouin production.

Product quality standards

The authority has set standards for the quality of Bedouin craft products and published them on the official platform, specifying the products that are prohibited from being imported or manufactured and the possibility of amending these decisions according to need.

The regulation stipulates the adoption of controls for granting incentive rewards to licensed craftsmen, including logistical support Financial and technical, with the possibility of adding other types at the Council’s discretion.
It emphasized coordination with the Royal Institute of Traditional Arts to provide specialized training programs and issue accredited certificates to the craftsmen who succeed in these courses, which contributes to raising their efficiency and enhancing their technical capabilities.

The regulations authorized the Ministry and the Authority to issue the necessary decisions to implement its provisions, with the possibility of delegating some powers to the Chairman of the Council or whomever he deems appropriate among the members or employees of the Authority.

The provisions of the regulation will be implemented from the effective date of the system, to form an integrated regulatory framework that contributes to the development of crafts and handicrafts, the protection of national heritage, and the support of craftsmen in the Kingdom.
