"Government Technology Dialogue" Outlines the impact of artificial intelligence on the economy and societies by 2030

Dubai, March 12 / WAM / The Government Technology Dialogue looked at the future of the relationship between humans, artificial intelligence, and advanced technology during the next ten years, and reviewed the expected global scenarios, and the system of challenges and opportunities that the age of intelligence holds for governments and societies, stressing that the prosperity of humans and society must be the primary focus of any government effort in developing technology and artificial intelligence.
The dialogue, which was organized by the Emirates Program for Excellence in Government Service in cooperation with the Government Knowledge Exchange Office in the Ministry of Cabinet Affairs, brought together ministers and government leaders from more than 15 partner countries in the UAE government knowledge exchange initiatives, and ministers in the UAE government, including His Excellency Dr. Ahmed bin Abdullah Humaid Belhoul Al Falasi, Minister of Sports, His Excellency Dr. Amna bint Abdullah Al Dahhak, Minister of Climate Change and Environment, His Excellency Omar Sultan Al Olama, Minister of State for Artificial Intelligence, the Digital Economy and Remote Work Applications, and His Excellency Maryam. Bint Ahmed Al Hammadi, Minister of State and Secretary-General of the Council of Ministers, and included officials from more than 25 federal government agencies.
The dialogue witnessed the participation of an elite group of government technology experts around the world, and the organization of a session entitled “The World by 2030: Expectations of Technology, Humanity, and the Future,” in which the international expert in foresight, Gerd Leonhard, spoke, who reviewed the latest technological developments, and anticipated future opportunities and challenges related to technology and artificial intelligence.
His Excellency Omar Sultan Al Olama stressed that the rapid development of artificial intelligence solutions and future technology requires governments to enhance their institutional flexibility and their ability to keep pace with rapid transformations and anticipate their challenges.
He said that the leadership of the UAE recognized early on the pivotal role of artificial intelligence in enhancing the prosperity of countries and societies, and creating the future, explaining that the country, through its advanced experience, developed an integrated vision to establish an incubating environment for the development of responsible artificial intelligence, and build national capabilities capable of leading this vital sector, in addition to expanding partnerships with entrepreneurs and major global technology companies to ensure the sustainability of progress and development.
For his part, His Excellency Dr. Ahmed bin Abdullah Humaid Belhoul Al Falasi pointed out that the acceleration of developments in the fields of artificial intelligence and advanced technology opens new horizons for redesigning the government work system in a way that enhances its proactive ability to create the future, stressing that the UAE is adopting an integrated approach in employing advanced technologies to support the development of vital sectors, including the sports sector, which is witnessing qualitative transformations thanks to the use of data and artificial intelligence in developing both institutional and sports performance.
He explained that the Ministry of Sports is working in cooperation with its partners to employ artificial intelligence applications to enhance the governance of the sports sector, and to develop the system for discovering, nurturing and refining talent according to methodologies based on data analysis, while being keen to continue developing human competencies in a way that contributes to building a more efficient and sustainable sports system.
For her part, Her Excellency Dr. Amna bint Abdullah Al-Dahhak stressed that artificial intelligence today represents one of the most important possible tools for the UAE in its ambitious journey to achieve sustainable development goals and reach climate neutrality by 2050.
She pointed out that the country, thanks to the vision of its wise leadership, is keen to consolidate its global leadership in the field of artificial intelligence, to leave its clear and influential mark in all fields.
She said that integrating this advanced technology opens unprecedented horizons to advance our promising sectors, as artificial intelligence plays a decisive role in developing modern agricultural systems, enhancing national food security, as well as accelerating efforts to reduce carbon emissions, protect biodiversity, and others.
For her part, Her Excellency Maryam bint Ahmed Al Hammadi appreciated this initiative from the Emirates Program for Distinguished Government Service and the Government Knowledge Exchange Office, because of its impact on government leadership by providing continuous and sustainable updates on the latest technology developments and technical solutions in various sectors and providing a platform for communication and interaction with the most prominent experts from various parts of the world in this vital field of people’s lives in our world today.
For his part, His Excellency Mohammed bin Taliah, Assistant Minister of Cabinet Affairs for Government Knowledge Exchange Affairs, stressed that the Government Technology Dialogue represents a strategic platform to support the implementation of the state’s directives and the translation of leadership directives, by empowering government leaders and providing them with the necessary knowledge and expertise to keep pace with developments in technology, artificial intelligence, and global trends affecting the industry of the future, in addition to seeking to translate the state’s directions by strengthening initiatives to exchange experiences and expertise with countries of the world through diverse dialogue and communication platforms.
He said that the dialogue represents a sustainable development mechanism, through which the government seeks to enhance the adoption of advanced technology in various agencies to develop government services, raise the efficiency of government work, enhance the business environment and efforts to eliminate bureaucracy by taking advantage of the transformative potential of technology.
At the beginning of the session “The World by 2030: Expectations of Technology, Humanity, and the Future,” global forecaster Gerd Leonhard stressed that the UAE has established an advanced global experience in adopting technology and human-centered artificial intelligence, and has been able to build an innovative model that responds to its future vision and keeps pace with accelerating global transformations.
During the session, Gerd Leonhard reviewed his vision of the major transformations expected in the relationship between humans and machines, stressing the importance of developing artificial intelligence models centered around humans, the planet, and the prosperity of societies. He explained that the next decade may witness transformations that exceed what the world has witnessed in an entire century, in what resembles a “reset” of human civilization, driven by simultaneous progress in artificial intelligence, quantum computing, and robotics, which will bring about chain reactions and radical changes in the economy, society, and lifestyles.
The global forecaster concluded that the next decade will witness a radical cultural transformation driven by the artificial intelligence revolution and six other revolutionary factors that followed, such as supercomputing, human-like robots, synthetic biology, nuclear fusion, genomics, and others, which requires a new social and economic logic centered around five basic axes: human, planet, purpose, peace, and prosperity, instead of the unilateral profit logic represented by GDP growth and technological power.
He explained that instead of surrendering to the useless idea of replacing humans, or rushing towards so-called artificial general intelligence, organizations must strive towards a practical and achievable transformation through the integration of knowledge, optimization, virtual simulation, and automation, as the leading societies in the era of artificial intelligence will not be limited to those that possess huge financial resources, enormous computing power, or the latest technologies, but rather will include those concerned with developing human capabilities, wisdom, purpose, and what he calls “human algorithms” “pure human characteristics.” Such as intuition, imagination, empathy, emotional intelligence, and others,” along with its algorithms. To ensure this future, he stressed that countries must build unique and purposeful brands in the field of artificial intelligence, that give priority to a strong human narrative, ensuring that technology remains a loyal servant of humanity’s prosperity, not that it becomes an integral part of it.
It is noteworthy that the Emirates Excellence Government Service Program was launched in 2011 to raise the efficiency of government services to the level of 7 stars, by focusing on the customer and enhancing government efficiency.
The program aims to make customers happy and raise their level of satisfaction with their experience with government services, build added value to federal government services, involve customers in developing services, and build a future customer-centered culture of service.
