Government empowerment: Investing in human capital is the pillar of building the government of the future

ABU DHABI, 15 APRIL/WAM/ The Department of Government Empowerment in Abu Dhabi has confirmed that investing in human capital is the basic foundation for building the government of the future, especially in light of the trend towards a government based on artificial intelligence.

His Excellency Dr. Abdullah Al Shammari, Executive Director of the Talent Empowerment Sector at the Department, said in statements to the Emirates News Agency (WAM) that the Government Empowerment Department is working to strengthen the system of attracting and empowering national talent through the “Mawaheb” Center, which represents an integrated national model that goes beyond the concept of traditional employment, through two main paths, which are developing the skills of national cadres and preparing them for the requirements of the future, and providing quality career opportunities through strategic partnerships with major institutions in the country.

He pointed out that the center launched a group of specific programs, most notably the skills development program to fill gaps in the labor market, the vocational guidance and skills assessment program, which provides individual consultations that contribute to aligning competencies with market needs, in addition to the remote work program in cooperation with leading parties such as the G42 group and the “Dawami” platform.

He added that “Mawaheb” initiatives also include “We Connect You to Opportunities” and open employment days that connect job seekers with employment agencies in the government and private sectors, stressing that these programs target male and female citizens at their various educational levels, and contribute to building sustainable career paths and enhancing Emiratization rates in the Emirate of Abu Dhabi.

Al-Shammari revealed that the center has achieved tangible results during the recent period, including completing the training of more than 10,000 job seekers, and providing more than 6,000 job opportunities for citizens during the year 2025, in cooperation with governmental, semi-governmental and private agencies, in addition to supporting the path of entrepreneurship in partnership with the Khalifa Fund for Enterprise Development, especially in future fields such as 3D printing.

He explained that the center’s efforts extended geographically to include the Al Ain and Al Dhafra regions, with the signing of 17 memorandums of understanding in Al Ain that contributed to the provision of more than 3,000 new job opportunities, which reflects the sustainable impact of talent empowerment initiatives.

He stressed that the “Mawaheb” programs focus on providing national competencies with advanced practical skills in future sectors, such as technology, digital services, and artificial intelligence, in cooperation with global institutions such as Microsoft, Binance, and LinkedIn, in a way that enhances the readiness of Emirati cadres to compete globally.

He added that the center plays a pivotal role in anticipating the skills of the future by developing innovative training programs and launching the “Mawaheb” platform supported by artificial intelligence to analyze skill gaps and direct competencies towards the most appropriate paths, in line with Abu Dhabi’s ambitious vision towards a government that relies entirely on artificial intelligence.

He pointed out that strategic partnerships represent an essential element in the success of these initiatives, through cooperation with major academic bodies and institutions such as Abu Dhabi Global Market Academy, Khalifa University, ACTVET, and CERT, in addition to national and international companies such as ADNOC, Mubadala, Emirates Aluminium, and E&, which contributes to linking national competencies with real job opportunities in vital sectors.

He stressed that the future vision is based on building an integrated national system to prepare Emirati cadres, while expanding the use of artificial intelligence and launching more than 10 advanced applications by 2027, which supports achieving the goals of “Emirates Vision 2071” and enhances Abu Dhabi’s position as a global center for talent and innovation.
