The UAE establishes a national committee to document aggression and international crimes

His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President of the UAE, Deputy Prime Minister and Head of the Presidential Office, issued Resolution No. (4) of 2026 regarding the formation of the National Committee for Documenting Acts of Aggression, International Crimes and the Damages Resulting from them, in a step that reflects the state’s institutional approach to documenting violations in accordance with the highest legal and technical standards.

The decision stipulated that the committee be formed, headed by the State Attorney General, and be concerned with documenting the acts of Iranian aggression and international crimes and the resulting damages, which affected the state’s territory, its citizens, visitors, and residents of its land, in a way that ensures the construction of an integrated national record based on reliable evidence.

The committee’s membership includes an expanded composition of representatives of a number of ministries and vital federal and local agencies, reflecting institutional integration that brings together security, judicial, technical, and economic bodies and enhances the accuracy and completeness of documentation.

In this context, the decision allows the committee to seek assistance from specialized national and international expertise it deems appropriate, and requires it to adhere to the provisions of the Constitution and applicable laws, and to take into account the international standards adopted in documenting international crimes.

The decision came to give the committee a broad and integrated scope of work, as it undertakes to document and monitor all incidents of attacks and military actions related to Iranian aggression, with careful verification of their nature, timing and field circumstances, to ensure the building of a comprehensive and coherent picture of the events. It also undertakes to inventory and evaluate various human, material and economic damages according to approved technical methodologies, in addition to documenting human losses and injuries based on reliable official data and records.

The committee’s tasks also include collecting and analyzing evidence, documents, and technical, engineering, medical, and criminal reports, in accordance with national and international standards adopted in documenting international crimes, and ensuring the integrity of the legal chain of custody, in a way that enhances its reliability and legal usability.

Within an integrated framework, the committee works to enhance coordination and cooperation with local authorities, and communicate with relevant international organizations and bodies through official channels, to ensure the accuracy and reliability of documentation work.

(Secure technical system to protect evidence)

The decision also stipulated the establishment of a technical secretariat for the committee to prepare for its work and implement its decisions, provided that it establishes a central, secured database to collect, preserve and classify relevant evidence, information and reports. This base is managed according to advanced technical systems that guarantee the integrity of data, prevent tampering with it, track access and modification processes, while keeping backup copies and ensuring documentation of the chain of custody for physical and digital evidence.
