The Cabinet, headed by Mohammed bin Rashid, approves the framework of the roles of ministries and federal agencies in implementing the AI Agentic project.

Abu Dhabi, 18 May / WAM / His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, chaired the Cabinet meeting, in the presence of His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President of the UAE, Deputy Prime Minister and Head of the Presidential Court, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, and Lt. His Highness Sheikh Mohammed bin Rashid Al Maktoum said: “Today I chaired a Cabinet meeting at Qasr Al Watan in Abu Dhabi… during which we discussed the national transformation strategy that my brother, His Highness the President of the State, directed for the UAE government to be the first to adopt Agentic AI technologies in 50% of government services and operations… and during the meeting today we determined the general framework for the roles of the ministries and federal agencies in this national project.”
His Highness added: “During the meeting today, we launched the largest training program of its kind at the level of the UAE government, by training 80,000 employees on assistive artificial intelligence techniques and tools, starting from ministers and executive officials to new employees in government structures in all ministries, institutions and government bodies. We also approved today the first package of transformational government service packages that will apply assistive artificial intelligence technologies, which include service packages for citizens, residents, the business sector and investors.”
His Highness said: “We have adopted the national policy to enhance artificial intelligence in the health sector by building a national medical system using artificial intelligence, developing the digital health infrastructure, and training health personnel with new artificial intelligence skills. The transformation journey towards UAE Government 4.0 has begun. We have a national retreat to discuss the transformation strategy. The transformation journey will be continued by my brother Sheikh Mansour. The goal of the next transformation is to be the best government in the world in adopting Agentic AI technologies.
The Council of Ministers approved a list of government services for the first phase of implementing the Assistive Artificial Intelligence project within (4) main categories that included citizen services, resident services, and business sector services, in addition to a number of public services for various categories of customers in the UAE. This list included the most prominent government services according to specific criteria to evaluate their priorities in terms of the number of transactions, their importance to individuals and investors, and technical and regulatory standards. Work will be done during the first phase of the project to develop a number of services.
During the meeting, the Council of Ministers also approved a national program to develop the skills and capabilities of federal government employees in the field of assistive artificial intelligence (Agentic AI). The program includes training 80,000 employees from various job categories in the federal government to be experts in the field of assistive artificial intelligence through continuous specialized training, through cooperation with a number of leading national universities and technology companies specialized in this field.
The program targets (5) main job categories: the leadership category, the technical category, the specialized category, the general job category, in addition to the training of trainers category.
A digital platform will be developed, enhanced with assistive artificial intelligence tools, to continuously build the capabilities of federal government employees, based on assistive artificial intelligence techniques, assessing employees’ skills and proposing plans to build their capabilities personally according to their jobs and skills, in addition to the continuous updating of skills and content according to the rapid developments in the field of artificial intelligence.
In the same context, the Council of Ministers approved the framework of the roles of ministries and federal agencies in the Assistive Artificial Intelligence (Agentic AI) project, in terms of forming the necessary government teams at the level of each entity headed by His Excellency the Minister/President of the Federal Entity and the membership of the leaders of the entity related to government services, operations, digital transformation and artificial intelligence, in order to begin implementing the new system to transform at least 50% of the sectors, services and operations of the ministry/entity into solutions based on assistive artificial intelligence systems and models, and setting the necessary targets and measurement indicators to evaluate the outputs of This transformation and the results achieved from it ensure enhancing the efficiency of government work and raising productivity and quality of government work at the level of all sectors in the government.
On the other hand, the Council of Ministers adopted the national policy to enhance artificial intelligence in the health field and prepare legislation in this field with the aim of building an integrated national health system that uses assistive artificial intelligence systems and models to improve the health of community members at all preventive, therapeutic, rehabilitative and operational levels, and to provide national cadres with the necessary skills and ensure the security of smart health services and the ethics of health services enhanced with assistive artificial intelligence in a way that enhances innovation and research capacity and strengthens information systems in the field of smart health.
Work will also be done to establish clear provisions to regulate, develop, approve, operate and use smart health applications and assistive artificial intelligence systems in the health sector, including health data governance, safety and quality standards, licensing and accreditation requirements, and defining the legal roles and responsibilities of all relevant parties, while ensuring the protection of the rights of patients and recipients of health services, and promoting the responsible and safe use of smart technologies, in addition to ensuring coordination and integration between the federal and local levels, in a way that enhances the country’s competitiveness and leadership in the field of smart health and assistive artificial intelligence at the regional and international levels.
The Cabinet approved the restructuring of the Digital Quality of Life Council, headed by Lt. General His Highness Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior, and membership of the Minister of State for Artificial Intelligence, the Digital Economy and Remote Work Applications, the Chairman of the National Media Authority, the Chairman of the Children’s Digital Safety Council, the Director General of the General Authority for Regulating the Telecommunications and Digital Government Sectors, the Chairman of the Cybersecurity Council, and a representative of each of the Ministry of Education, the Ministry of Culture, the Ministry of Community Empowerment, the Ministry of Justice, the Federal Youth Foundation, and a number of other federal and local agencies concerned with progress. Digital.
The Cabinet also approved adding the Minister of Community Empowerment and the Director General of Customs and Port Security at the Federal Authority for Identity, Citizenship, Customs and Port Security to the membership of the Supreme Committee to supervise the national strategy to confront money laundering, combat the financing of terrorism, and financing the proliferation of armaments.
The Council reviewed the results of the Industrial Technological Transformation Program and the Industrial Technological Transformation Index for the year 2025, which come within the main axes of the National Strategy for Industry and Advanced Technology “Project 300 Billion”, which aims to support the sustainability of the industrial sector in the UAE and enhance its global competitiveness.
The Industrial Technology Transformation Program aims to enable industrial companies to adopt advanced technological solutions and adopt artificial intelligence solutions with the aim of raising productivity and enhancing technological readiness.
During the program, more than 620 industrial companies were evaluated, a roadmap for technological transformation was developed for them, and a specific incentives package was launched to accelerate technological and smart transformation in the industrial sector, which included financing advanced technology, linking to the national content program, and launching the Industry 4.0 Empowerment Centers initiative, which aims to build technical and technological capabilities and support manufacturers in all stages of adopting advanced technology, and launching the Factory of the Future Award within the “Make in the Emirates” awards, which is concerned with honoring excellence and innovation in the industrial sector.
As part of the UAE’s efforts to adopt clean energy programs and systems, the Cabinet reviewed the results of implementing the National Electric Vehicles Policy for the year 2025, which aims to develop a road map to encourage electric vehicles at the national level, in cooperation with all partners at the federal and local levels, in addition to the private sector.
The policy contributed to implementing the unified tariff for electric charging stations, rehabilitating the infrastructure for electric vehicles, and increasing the number of public charging stations in the country from 360 stations in 2021 to 1,200 stations in 2025, and supporting these results through the project being implemented to establish the national platform for electric vehicle charging stations, with the aim of facilitating the experience of using charging stations and raising their operational efficiency at the state level.
In the health care sector and within the initiatives of the UAE Genome Programme, the Cabinet reviewed the results of implementing genetic screening for those approaching marriage during the year 2025, which aims to enhance health awareness, prevent hereditary diseases, reduce the costs of treatment and health care, and improve the quality of life. About 4,000 couples were examined, and positive cases were dealt with, which reached 3.5% of the cases, which contributed to reducing the repercussions of these cases and preserving the safety and stability of families in the country in accordance with the best health practices and programmes.
During the meeting, the Cabinet also reviewed the 2025 work reports for a number of federal councils and committees, which included the work reports of the Board of Directors of the General Authority for Regulating the Telecommunications Sector and Digital Government, the Board of Directors of the Federal Center for Geographic Information, the Labor Market Coordinating Council, and a number of federal councils and committees, in addition to the results of the UAE’s participation in the 2026 spring meetings of the World Bank Group and the International Monetary Fund in the United States of America.
He reviewed the recommendations of the Federal National Council regarding a number of government policies, including “the government policy on the quality of life of educational staff and its impact on the outcomes of the educational process,” “the government policy on supporting cultural heritage and enhancing national identity,” and “the government policy on organizing and developing the legal professions in the country.” It was also approved to approve the final account of the Emirates Real Estate Corporation for the fiscal year ending on 12/31/2025.
In international affairs, the Cabinet agreed to sign an agreement between the government of the country and the government of the Republic of Kazakhstan regarding trade in services and investment, sign a memorandum of understanding between the Anwar Gargash Diplomatic Academy and the Ministry of Foreign Affairs of the Republic of Panama regarding academic cooperation, sign a memorandum of understanding between the National Media Authority and the Seychelles News Agency regarding news exchange and cooperation, in addition to signing a memorandum of understanding between the Central Bank of the United Arab Emirates and the Central Bank of the Republic of Kosovo, and signing a memorandum of understanding between the Ministry of Family and the Republic of Kazakhstan on trade in services and investment. Serbia on institutional cooperation and building a practical and flexible cooperation framework in areas of common interest, negotiating an agreement between the government of the state and the Principality of Monaco on the encouragement and mutual protection of investments, signing a memorandum of understanding between the Ministry of Foreign Trade and the Federal Ministry of Economy, Energy and Tourism of the Republic of Austria on establishing a high-level economic dialogue platform, signing a memorandum of understanding between the National Center of Meteorology and the meteorological services of the Kingdom of Tonga on cooperation in the field of meteorology and geophysics, and a number of agreements and memorandums. International understanding in various areas of international cooperation.
The Cabinet also approved the country’s hosting of a number of international conferences and events, including hosting the Fourth World Congress for University Research and the Congress of the International Society for Photogrammetry and Remote Sensing, in addition to reviewing the results of the country’s hosting of a number of conferences and events that were organized during the year 2025.
