Hamdan bin Mohammed issues a decision regulating the use of cameras to document the tasks of controlling violations and the procedures for implementing judgments

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, in his capacity as Chairman of the Executive Council of the Emirate of Dubai, issued Council Resolution No. (13) of 2026 regarding regulating the use of cameras in documenting the tasks of controlling violations and initiating implementation procedures for judgments, decisions and judicial orders in accordance with applicable legislation, and under the supervision of the competent judge.

The decision comes within the framework of the Dubai government’s keenness to enhance professional behavior and ensure the quality of the performance of the officers, who are the persons charged with controlling violations or initiating enforcement procedures, in carrying out the tasks assigned to them, ensuring the highest levels of transparency and credibility and protecting the rights of individuals, ensuring that the officers comply with the legislation in force in the Emirate of Dubai while carrying out their duties, and employing technology to verify the validity of the procedures and measures taken by the officers.

The decision detailed the rules and regulations for the use of cameras, including: The use of the camera should be to document the tasks of the warden in detecting violations or initiating enforcement procedures, specifying the nature of the tasks permitted to be documented using the camera, and the locations of their use, in addition to saving the recordings in a secure and encrypted storage base, and protecting them from unauthorized access, tampering, violation, hacking, or illegal processing, in accordance with the mechanisms and time periods specified in accordance with the legislation in force in the Emirate of Dubai, and the requirements approved by the Dubai Electronic Security Center in this regard. The matter.

The rules and controls for using cameras also include applying policies related to information security and business continuity approved by the Dubai Electronic Security Center, following the mechanism approved by the Center for delivering and receiving recordings, and implementing them in accordance with the procedures and instructions issued by it in this regard. The government entity must also have a database that shows the people who have access to the recordings and their powers, and obligate all its employees and those authorized by it to adhere to the standards related to privacy protection.

The decision also specified the obligations of the warden in charge of controlling violations or initiating the procedures for implementing judgements, decisions, and judicial orders, including using the camera for official purposes only, in accordance with the instructions issued by the government agency to which the warden reports, and not operating the camera in places that enjoy high privacy, such as the private residence, the private life of individuals, places of worship, locker rooms, and other places that enjoy the same privacy, as well as informing the people present during the implementation of the task of controlling violations or initiating implementation procedures, that this task or procedures are being documented and recorded. By camera.

The officer must maintain the confidentiality of the contents of the recordings, and not deliver, transfer, store, send, or publish them except to the government agency to which he belongs, and to the person specified by the government agency, and not to copy, transfer, or save the recordings on any personal device or storage medium that is not approved by the government agency, or use them for any personal or illegal purpose or in violation of the provisions of this decision, the decisions issued pursuant to it, and the legislation in force in the Emirate of Dubai.
The decision obligated government agencies to implement a training course for the warden before granting him judicial police status, provided that the course includes the mechanism for implementing the provisions of this decision, the mechanism for documenting the tasks of controlling violations or initiating enforcement procedures, and how to save the contents of the recordings, deliver them, and transfer them to the person designated by the government agency, in addition to the ethical and legal duties and responsibilities that the warden must comply with when using the camera, especially those that guarantee the protection of privacy.

Executive Council Resolution No. (13) of 2026 stated the obligations of private companies and institutions that the government entity contracts with, or entrusts to it with any of its powers assigned to it under applicable legislation.

Confidentiality
The decision stipulated that recordings should be created and stored electronically with the government entity, and that they should be kept confidential, in accordance with the rules for keeping recordings determined by the Dubai Electronic Security Center, and that they may not be exploited, published, disclosed, copied, or enable others to view or access them except with written permission from the government entity with which the recordings are stored and for the purposes specified in this permission and in accordance with the legislation in force in the Emirate of Dubai.

With the exception of the decisions that the Chairman of the Supreme Legislation Committee in the Emirate of Dubai is authorized to issue in accordance with the provisions of this decision, the official of the government entity shall issue, within the limits of the jurisdiction of the government entity for which he is responsible, the decisions necessary to implement the provisions of this decision, and any text in any other decision shall be canceled to the extent that it conflicts with the provisions of this decision that is published in the Official Gazette, and it shall take effect from the date of its publication.
