14 items that outline the features of the post-war period between Washington and Tehran

The United States and Iran signed a memorandum of understanding extending the ceasefire between them, and US President Donald Trump confirmed the signing of the memorandum of understanding with Iran, following the end of the G7 summit in France, and after Tehran announced that Trump and his Iranian counterpart had signed the text of the agreement.

The agreement, which entered into force immediately after its signing, includes 14 clauses and is known as the Memorandum of Understanding.

Item One: Ending the war “on all fronts”
The United States, Iran and their allies will announce an “immediate and permanent” cessation of military operations on “all fronts,” including Lebanon.

Clause Two: Respect “Internal Affairs”
The United States of America and Iran will respect each other’s sovereignty and territorial integrity, while refraining from interfering in the other party’s internal affairs.

The third clause: a time frame of 60 days, subject to extension
The United States and Iran are committed to negotiating and reaching a final agreement within a maximum period of 60 days, extendable by mutual consent.

Clause Four: The United States will end the blockade
After signing the memorandum of understanding, the United States will begin removing its naval blockade and any “inconveniences or obstructions” imposed on Iranian ports.

Item Five: The Strait of Hormuz
Upon signing the MOU, Iran will “make arrangements and make best efforts” to ensure the safe passage of commercial ships through the Strait of Hormuz – and without fees.

Clause Six: Funding for the reconstruction of Iran
The United States pledges, in cooperation with regional partners, to jointly develop a “final agreed upon plan” worth at least $300 billion for the reconstruction and economic development of Iran.

Article Seven: Ending penalties
The United States will end all forms of sanctions imposed on Iran, including UN Security Council resolutions, and all unilaterally imposed US sanctions.

But the timeline for lifting sanctions remains unclear.

Clause Eight: No nuclear weapons
Iran agreed not to possess or purchase a nuclear weapon, and both sides agreed to deal with the enriched uranium that Tehran possesses.

Clauses nine and ten: “Status quo”
The United States and Iran have agreed to maintain the “status quo” of Tehran’s nuclear program for the time being, until the enriched uranium is dealt with.

Item Eleven: Frozen funds
The United States “commits to making the frozen or restricted funds and assets available” for full use immediately upon signing the Memorandum of Understanding, with the two parties mutually agreeing on procedures for releasing these funds during negotiations.

Clauses 12 to 14: Monitoring mechanism and final negotiations
The United States and Iran will work to establish an implementation “mechanism” to monitor the successful implementation of this MOU and future compliance with the final agreement, although it is not yet clear what this mechanism will look like in practice.

After signing the memorandum of understanding and starting its implementation, the United States and Iran will begin negotiations to reach a final agreement.
