The new public education system project is moving towards approving binding legislative changes for the Ministry of Education, aiming to provide specialized paths for students, including the mandatory integration of people with disabilities, and accelerating Study stages for outstanding students, and early detection of behavioral disorders.
The draft system stipulates that the Ministry of Education, in coordination with relevant authorities, will work to develop programs for early detection of cases of developmental or behavioral disorders. This step aims to take the necessary measures for each case, taking into account its health, social and educational needs, to improve opportunities for learning and integration within School environment.

And in the students’ file People with disabilities, the new legislation obligated the Ministry to take the necessary measures to integrate them into educational institutions, and to provide supportive and adaptive technologies that help them learn efficiently. The project also stipulated providing appropriate means for this category, and adopting evaluation methods that take into account their characteristics and abilities to ensure equal educational opportunities.
The system granted the Ministry of Education the authority to provide specialized programs and centers for students with disabilities who cannot be integrated into schools. These powers included working to develop digital and distance educational programs, ensuring the continuation of their education in various circumstances, away from the traditional style.
Care of the gifted and talented
With regard to caring for the gifted, the project required the preparation of programs to discover them by providing specialized classes or schools, and establishing scientific and enrichment centers. The text emphasized developing clear criteria to identify them, and strengthening partnerships with universities and research centers to hone their capabilities and prepare them for future competition..
The project also included setting controls that would allow outstanding students to accelerate their transition between educational stages, in accordance with comprehensive evaluation standards and procedures that ensure their continued excellence. The legislation highlighted the importance of preparing training programs for teachers and coordinating with parents to provide a flexible environment that supports their academic progress..
This legislative trend reflects a shift in the philosophy of public education from simply providing a unified service, to building a system that takes into account individual differences according to the needs of each group. These steps are in line with the goals of human capital development within Saudi Vision 2030, to raise the quality of outputs and benefit from national capabilities.
