المملكة: Lice treatment and permits for domestic work… new controls for women’s grooming

The Minister of Municipalities and Housing, Majid Al-Hogail, agreed to amend the controls for practicing women’s decorating activities, to replace the executive rules for the previous controls for practicing women’s decorating activities, to be effective from the date of their publication. Minister Al-Hogail decided to give it a correction period of 180 days from the date of publication, to ensure that all new requirements are implemented.
The amendments included provisions that emphasized cleanliness and public health, requiring the allocation of a separate room equipped for the lice removal service, with its walls separated by bricks, false plaster, or glass, with the provision of disposable combs and a self-closing trash can.
It also prohibited the provision of this service to any woman or girl suffering from head lice, to ensure that the infection does not spread.

Sterilize tools

It also allowed the use of each beneficiary’s tool bag, but it is forbidden to store it in the store. It is obligatory to provide single-use tools such as dead skin removal sticks, a file, cotton swabs, single-use towels, rubber gloves, and facial sponges.
The rules stipulate that the sponge intended for applying cosmetics (make-up) on the face must be disposed of immediately after use, and it is prohibited to reuse it again.
In the event of adding a children’s barber activity, a special “fixed” children’s barber chair must be provided, or a special piece for children must be added attached to the basic “movable” barber chair.

Ban tattoo devices

In a related context, the new regulations banned the use of tanning devices that operate with ultraviolet rays, due to their potential health harms. They also prohibited the use of tattoos, microblading, or any devices that operate with laser and acupuncture technology, except in licensed medical centers, in order to protect… On the safety of beneficiaries.
At the level of regulation, the controls stressed the need for workers in beauty salons to obtain health certificates proving that they are free from infectious diseases, in addition to professional certificates confirming that they possess the necessary competence and skill. It also obligated workers to wear clean outer clothing that reflects a proper professional appearance, and to stop working if any symptoms of illness appear.

Random practices

In order to limit random practices, controls have been tightened to prevent the provision of home services (services outside the salon) except after obtaining a permit from the “Baladi” platform, to ensure that service providers adhere to quality and safety standards.
Among the most prominent amendments is allowing the sale of cosmetics and skin care products inside salons, after adding them as an additional activity to the license. It also allowed the provision of beautification services via mobile vehicles after obtaining the necessary license.

Comfortable seats

To regulate the work environment inside salons, the controls required providing a waiting area for customers equipped with comfortable seats, allocating a distance of not less than one and a half meters between each service chair and another, and providing hair and hand sinks equipped with cold and hot water, liquid soap, disinfectant, and dryers.
It also stipulated the provision of traps for insects and rodents, and sterilization devices for tools, with a commitment to using single-use tools as much as possible.
To enhance oversight and ensure implementation of requirements, the Ministry obligated beauty salons to install security cameras, provide electronic payment methods, and a first aid box, while maintaining a special health control register.
