المملكة: A penalty of up to 100 thousand riyals… a warning against committing a violation of polluting environmental environments

The Ministry of Environment, Water and Agriculture is seeking the opinions of the public and specialists on the executive regulations governing the preparation and implementation of treatment and environmental rehabilitation plans for polluted and environmentally degraded sites, with the aim of preserving coral reefs and turtles in the Red Sea.
The regulations oblige every person who carries out an act or activity that leads to pollution or deterioration of environmental environments to immediately stop the source of the pollution. Removal and treatment of pollution and environmental rehabilitation of environmentally deteriorated sites in accordance with the controls and requirements set by the competent authority.
It charged the responsible person with the necessary compensation to compensate for the damage, pollution, and environmental deterioration, in accordance with the polluter principle, and required the person or activity to commit to implementing the environmental rehabilitation plan or the plan to treat polluted sites approved by the Center during the process of environmental rehabilitation or treatment of polluted sites. If the plan must be amended, the person or activity must obtain the Centre’s approval.
The regulation specifies 7 violations in the executive regulations for the controls of preparing and implementing environmental treatment and rehabilitation plans for polluted and environmentally degraded sites, for which the maximum penalty reaches 100 thousand riyals, in the event that incorrect information or data is provided in the environmental rehabilitation plan or the plan for treating polluted sites that is submitted to the center. .

3 fines for violators

Violators will be fined 15,000 riyals for the first category, 30,000 for the second, and 100,000 for the third, if they do not submit a rehabilitation plan to the center, refrain from implementing the environmental rehabilitation plan or plan to treat contaminated sites, or fail to implement what is stipulated in the environmental rehabilitation plan. Or the contaminated site treatment plan approved by the Centre.
A fine of 10,000 riyals will be applied for the first category, 20,000 for the second, and 30,000 for the third, in the event that the center is not notified immediately of the occurrence of any environmental incident during the process of environmental rehabilitation or treatment of polluted sites, or directly implements the environmental rehabilitation plan for deteriorated sites or the plan for treating polluted sites without Center approval.
However, in the event of non-compliance with the requirements of the Center’s approval to implement the environmental rehabilitation plan or to treat polluted sites, the fine shall be from 10,000 to 100,000 for each condition, depending on its importance, and the Center may estimate that.
