The Ministry obligated the entities specified by the regulations to provide private civil security guards over their facilities in accordance with the provisions of the system and its executive regulations. No entity may provide private civil security guards unless it obtains a license from the competent authority.

The Ministry of Interior has identified 15 entities obligated to provide civil security guarding around the clock, namely hotels, banks, money exchange and money transfer shops, hospitals, gold and jewelry stores and the like, which are located outside the establishments obligated to provide, and private civil security guarding.
Entities also include markets, malls, closed and open commercial centers that contain 30 stores or more, or whose commercial area exceeds 3,000 square meters according to the building permit, sites that house female workers in human resources companies, and centers that sell cars and heavy equipment affiliated with agencies.
In addition to maintenance centers affiliated with automobile and heavy equipment agencies with an area exceeding 2,000 square meters according to the building license, car sales showrooms with an area exceeding 2,000 square meters according to the commercial activity license, and buildings and towers with more than 50 units prepared for residential or commercial rent.

It includes closed residential complexes in which the number of villas exceeds 10 villas or more than 50 residential units, amusement parks and tourist facilities whose area exceeds 3,000 square meters according to the commercial activity license, private libraries whose area exceeds 2,000 square meters according to the commercial activity license, and the entities obligated to provide security guarding. Private civilian facilities in accordance with other laws and regulations, and factories and warehouses according to what the district police director deems appropriate after the establishment submits a feasibility study from a licensed security and consulting office, and the study is submitted within two months of Date of notification.

The Ministry of Interior also specified that establishments are obligated to provide private civil security guarding during work, such as private and international educational and training facilities, wedding and event halls and halls, clinics, private medical centers and complexes, and establishments licensed by the General Authority for Exhibitions and Conferences or by the General Entertainment Authority during the period of holding the activity, and restaurants.
