The High Commissioner also stressed the necessity of holding all those who prove their responsibility for violations, regardless of their affiliations, and in line with the rules and standards of international law. He said – in a press statement – that the victims and their families have the right to justice, truth and reparation.
To ensure that such horrific violations and transgressions are not repeated, the Commissioner for Human Rights said that it is very necessary that the process of checking the armed factions and integrating them into the Syrian military structures with the country’s obligations under international human rights and international human rights law, and that it fully address the responsibility of all those involved in previous or recent violations of human rights in Syria.
UN condemnation of violence and an invitation to stop targeting civilians
In a separate statement, the United Nations Resident Coordinator and Humanitarian Coordinator in Syria, Adam Abdel -Mawla strongly condemned the violence that has claimed the lives of many civilians so far, calling on all parties to control and refrain from targeting civilians and civil infrastructure.
Abdel -Mawla pointed out that the United Nations did not send any fact -finding mission or to conduct an investigation into the Syrian coastal region, contrary to what is being circulated on social media and some international media. He explained that these tasks are carried out only by the mandate of the Human Rights Council or the UN Security Council.
He said that the United Nations efforts on the ground remain focused on providing life -saving humanitarian aid to those who desperately need it, while ensuring the safety and security of the United Nations employees and its humanitarian partners and their families.
He added that the United Nations is working according to humanitarian principles, committed to neutrality, integrity and independence in all its actions. He affirmed the full commitment of the United Nations to respond to the humanitarian needs with transparency and accuracy, calling on all parties to rely on reliable and valid information about its activities.
111 civilians were killed
The United Nations High Commissioner for Human Rights indicated that reports are still continuing about the volume of horrific violence in the Syrian coast since March 6, warning that it has documented the killing of 111 civilians to this day, while the verification process is still ongoing, and the actual number of deaths is much higher than that.
In a media briefing in Geneva, today, Tuesday, the UNHCR spokesman, the Thoseyan Al -Khaitan, reported that many of the cases that were documented are executions of brief procedures, “It seems that it was implemented on a sectarian basis, in the governorates of Tartous, Lattakia and Hama, by unidentified armed personnel, elements of armed groups claiming to support the security forces of the business draining authorities, and elements linked to the previous government.”
Entire families
In a number of great concerns, according to the Commission, entire families were killed, including women, children and individuals who are unable to fight, especially in the upper -majority cities and villages.
According to many of the certificates collected by the High Commissioner, the perpetrators raided the houses, “They asked the residents if they were upper or a year, before killing or pardoning them on this basis.” Some UNHCR survivors have told that many men were shot dead in front of their families’ eyes.
In the period between 6 and 7 March, it was reported that gunmen belonging to the security forces loyal to the previous government also raided several hospitals in Lattakia, Tartous and Banias, and clashed with the security forces of the business drainage authorities and armed groups loyal to them.
Reports indicated that this resulted in dozens of civilian victims, including patients, doctors and medicine students, in addition to causing damage to the same hospitals.
Wide looting
The Commission indicated that the violations and other violations that were documented during the past days included widespread looting of homes and commercial stores, specifically committed by unidentified personnel who seemed to take advantage of chaos in the field. Many civilians have escaped from their homes to rural areas, while it was reported that a number of them resorted to an air force controlled by the Russian forces in the region.
Business drainage authorities announced the end of security operations in the Sahel areas on March 10, but reports are still reporting intermittent clashes.
Hate speech threatens social cohesion
The United Nations High Commissioner for Human Rights said it has documented testimonies and shots of many violations and abuses. But the tensions fuel more due to the escalation of hate speech, whether online or outside it, and because of the widespread spread of information, including video clips that took out of their context, which increased the exacerbation of fears among the population.
The Commission for Human Rights expressed its fear that the increasing spread of hate speech, along with misleading information, will fuel the tensions more and threaten social cohesion in Syrian society.
