المملكة: A new list of violations and penalties for entertainment activities .. fines amounting to one million riyals
The proposed regulation aims to improve the efficiency of the Saudi entertainment sector, and to ensure performance monitoring according to professional foundations that accompany the Kingdom’s 2030 vision, through a legislative and executive system that seeks to provide a safe environment, behavior governance, and stimulate commitment to general taste standards, health and safety.
Strong general provisions … and taking into account the differences between cities
The regulations set the mechanism of classification of cities in which the sanctions are applied, as the first classification includes the main cities such as Riyadh and Jeddah, while the second classification falls under the rest of the cities and regions in the Kingdom, with a variation in estimating the value of fines according to this classification.
A warning before the punishment … and extending the corrective deadline when needed
The regulation indicates the application of the principle of warning to non -serious violations, as the violator is granted a deadline to correct the situation before imposing the financial punishment, according to the assessment of the consideration committee, which may extend the deadline if it deems necessary. In the event that the violation is repeated during the Gregorian year or not to be addressed on time, the punishment is doubled with the obligation of its maximum limits according to the size of the facility.
The ceiling of penalties according to the size of the facility
In the event of grave violations, the fine reaches one million Saudi riyals for large facilities, 750 thousand riyals for intermediate facilities, and 500 thousand riyals for small enterprises, while it does not exceed 250 thousand riyals for micro -facilities.
As for the non -grave violations, the fines were set with a maximum of 400 thousand riyals for large facilities, 300 thousand riyals for medium, 200 thousand riyals for the small, and 100 thousand riyals for the stretching category facilities in the childhood, in a step that reflects the gradient and the penalty is suitable with the capabilities of the violating party.
The committee may see not to double the punishment even with repetition, unless the fine exceeds the upper limit.
Stopping the activity immediately in cases that threaten safety or contradictions
These cases include: the presence of a direct risk or threat to the activities of the activities or its participants, and the commitment of serious violations of the provisions of the authority’s regulations or regulations and related instructions, in addition to cases that require immediate intervention based on the requirements of the public interest.

The consideration committee can impose non -financial penalties, which include a suspension or suspension of activity, until the removal or correction of the violation, especially if it is associated with fraud, fraud or threat to public health, without waiting until a final decision is issued by the consideration committee.
Grievances: 10 days for objection and 20 days for a
The regulations indicated that the grievance requests on the penalties are considered by a special committee for grievances, and must be submitted within a period not exceeding ten days from the date of notification of the violator of the decision, and the grievance is not conducive to the suspension of the implementation of the punishment, while the committee is obligated to issue a final decision and cause within 20 days from the date of the grievance.
Control of violations of public taste and smoking within the jurisdiction of the commission
The regulations expanded in the powers of the seizure, as the authority will undertake the editing and control of the violations contained in the list of maintaining public taste, the anti -smoking system and its executive regulations, in addition to any violations that are assigned the authority to seize the authority according to the applicable regulations.
Violations of less than 10 thousand riyals: a warning first .. and a fine later
The regulation gives the authority the authority to issue immediate penalties for minor violations that are less than 10 thousand riyals, provided that a preliminary warning includes a sufficient corrective deadline, and a clear warning at the date of the imposition of the fine in the event that the violation is not corrected during the specified deadline.
