المملكة: New amendments to licenses and permits business projects in Riyadh
These amendments included defining the types of licenses and permits, in addition to the requirements for obtaining them, extension and renewal mechanisms, as well as suspension and cancellation controls.
The center divided the licenses into 4 main types, including general excavation licenses, road works, torrential drainage network work, main services for services, and horizontal drilling. As for the permits, it includes the service provider’s permit, the permit of the business outlet, the permit of the consulting office, the permit of the quality laboratory, in addition to the public maintenance permit.
Licensing requirements
Besides, the issuance of licenses requires that the project be listed in the comprehensive detailed comprehensive plan, while paying the inspection fees and other fees determined by the center. The center can also request a valid insurance policy for the work site, according to the approved regulatory controls.
He pointed out that the center is that urgent licenses include unplanned work that requires a rapid implementation, as the advanced authority can submit a request through the platform attached to the necessary justifications. This type of licenses is subject to the approval of the center based on the necessity of its implementation.
Licensing requests are decided after all the requirements are met, as the center gives approval or rejection during the specified period, with the need to clarify the reasons for rejection. Licensing is also issued in the name of the advanced authority and the main business port, according to the accredited model, and for a period that does not exceed the maximum set in the controls.
The licensee can request the extension of the license before the end of its duration, while submitting the extension justifications and the payment of the required fees. The renewal can also be requested when the license period ends and the completion of the work, with the attachment of justifications and the payment of fees and the financial compensation. In both cases, the extension or renewal period cannot exceed half of the original license period, with the ability to request an additional extension when needed.
Controls to stop and cancel licenses
The center has identified cases that require the suspension of licenses, including the need for spatial or time coordination, or any reasons related to the public interest. The license may also be suspended at the request of the licensee, or in the event that the work does not start within the specified period.
As for the cases of licensing withdrawal, they include providing incorrect data, not correcting serious violations, stopping business for a long time, carrying out work in non -licensing sites, or committing violations that affect public safety.
In addition, the licensee can request the cancellation of the license if the implementation of the work is not started, while submitting the supportive documents for that.
Close licenses and work sites
Upon the end of the license period and not extending, the business outlet must submit a license to close the platform, accompanied by the quality laboratory report, photographs of the work site after the completion of the implementation, and a request for the site evacuation. The closure of the license also requires a review and approval of the consulting office on the validity of the data provided.
Persons of the parties participating in the implementation of projects
To organize infrastructure projects, service providers, business perpetrators, consulting offices and quality laboratories must obtain special permits, which qualify them to implement projects in the Riyadh region. This includes providing required documents, such as the commercial registry, the Zakat and Income certificate, registration in the General Organization for Social Insurance, in addition to the approved professional classifications.
