The General Transport Authority offered an amendment to the regulations regulating the issuance of a navigational license and work permit, through the “poll” platform, with the aim of developing the organizational environment for the maritime sector, ensuring its compatibility with the best local and international practices, enhancing the clarity of organizational rulings, and alleviating financial burdens on workers in the sector, as well as improving the safety system and applying justice in violations.
The new amendments stressed the importance of adhering to the provision of basic navigation systems and devices on the ships and marine units, as it stipulated the imposition of daily financial fines on violators.
The regulation indicated that the ship’s equipped will be subjected to a fine of 10,000 riyals per day, in the absence of the AIS (AIS) identification system (AIS) or its non -operation in accordance with the approved technical assets.
Provide a distress device
The list obligated the applicants of the ships to provide a distress device (EPIRB) and operate it as required, as a fine of 10,000 riyals per day will be imposed on each ship that does not adhere to that.
The same applies to the Marine VHF, as it will be imposed a similar fine of 10,000 riyals per day in the absence of the device or not operating it.
With regard to the marine units that do not apply to the description of ships, the sanctions are identified in a different way, as a fine of 5,000 riyals per day will be imposed on a marine unit equipped in the absence of a distress device (EPIRB) or not operating it according to the standards, as well as in the absence of a marine VHF or operating it in an irregular manner.
These penalties come with the aim of raising the efficiency of marine safety, and ensuring the readiness of ships and units to face any possible naval emergency, as well as enhance the commitment to international and local standards in the navigation field within the waters of the Kingdom.
The amendments included clarifying a number of organizational definitions, including the definition of the “marine unit” that each marine facility means the description of the ship, but it is subject to registration procedures in the Kingdom. The amendments also stipulated that they allow the exception of some foreign ships working in vital projects from some organizational requirements, according to specific controls approved by the head of the authority, which gives greater flexibility to support strategic projects.
Regarding the requirements of the licensing licensing, the amended regulations indicated that it is not allowed to grant the license to foreign ships that are more than 20 years old if they are practicing activities such as transportation of oil, goods or drilling, and 15 years if they are used to transport passengers, unless an official exception is issued according to credit controls.

And the condition of the availability of a classification or report of a valid public examination, issued by an accredited authority in the Kingdom, the date of its issuance does not exceed a Gregorian year from the date of submitting the application.
On the level of safety requirements, the amended regulations added a paragraph stipulating the banning of ships and picnic boats and hunting from sailing in the event that the permissible load is exceeded according to what is proven in the ownership bond.
She stressed the necessity of providing fishing and picnic boats that do not exceed 20 meters or 11 meters – according to their type – and operate within the range of five naval miles of the coast, with permanent equipment and safety devices, including specific navigation lights to secure vision and marine safety, and these lights were detailed in terms of colors, vision angles, and distances that can be seen from, while granting specific exceptions to the smaller marine units Size.
