The Emirates Media Council announces the launch of an integrated system to organize and empower the media sector and stimulate its growth

Dubai, May 29 / WAM / The Emirates Media Council announced that it has launched an integrated system for organizing and empowering the media sector and stimulating its growth, in support of the continuous efforts aimed at consolidating the march of developing the media sector in the UAE, which started the establishment of the Emirates Media Council in February 2023, and the issuance of the media regulation law and its executive regulations.
This came during a press conference held today at the headquarters of the influencers in the Emirates towers in Dubai in the presence of His Excellency Mohammed Saeed Al -Shehhi, Secretary -General of the Emirates Media Council, and His Excellency Metha Al Suwaidi, Executive Director of the Strategy and Media Policy Sector in the Emirates Media Council.
His Excellency Mohammed Saeed Al -Shehhi stressed that the Emirates Media Council continues its qualitative efforts, through the launch of a new media system that embodies the vision of the leadership of the UAE’s rational leadership to build a modern and integrated media, with the aim of consolidating a new and qualitative transformation in the process of developing the media sector in the country, to remain as it was always by seeing our inspiring leadership and its directives, the most leadership and competitive at the regional and global levels.
His Excellency said: “This system is a qualitative shift in organizing and developing the media sector, as it combines the modernization of legislation, the provision of integrated media services, and the adoption of policies covering various sectors, in a way that enhances the efficiency of the sector and supports the sustainability of its growth.”
His Excellency explained that the issuance of the media regulation law and its executive regulations formed a milestone for a new stage in the competitiveness of the media sector in the UAE and its leadership, as it is the first law to regulate media to be issued for more than 40 years and put a solid pillar to launch towards an advanced media future, anticipating global jumps in this field, it keeps pace with developments in digital media, artificial intelligence, electronic games, broadcast on demand, and other areas that witness development Connected.
His Excellency Mohammed Al -Shehhi added that the design of this system came as a result of a continuous work for two years, and through close partnerships with more than 30 federal and local entities, media institutions, content makers and international experts .. We started from the conviction that legislation is built in partnership, and from the reality of practice, to be able to respond to variables, empowering competencies, motivating innovation, and attracting investment.
His Excellency noted that the new media system is not satisfied with developing frameworks, but rather focuses on content as the essence of the industry.
He said: “We were keen to include clear criteria that ensure that the content is responsible, balanced, and respects the values and identity, without losing the spirit of creativity and its ability to influence, we believe that the creative person is the essence of the equation, and the basis of media influence.”
The Secretary -General of the Emirates Media Council emphasized that the goal is to organize the media sector and enable it to be an effective force in development, and a vital economic engine that contributes to local product and supports the state’s competitiveness regionally and globally, noting that the new system aims to launch capabilities, stimulate investment, empowering content makers, through a flexible environment, facilitated procedures, stimulating exemptions, and strategic partnerships on The local and international levels.
His Excellency Metha Majid Al Suwaidi, Executive Director of the Strategy and Media Policy Sector, stressed that the Emirates Media Council leads today a qualitative shift in the national media scene, through a comprehensive legislative map aimed at rebuilding the regulatory framework of the sector, and creating a flexible and modern organizational environment, keeping pace with global media developments and pushing towards a more influential and sustainable media industry.
Her Excellency explained that this map goes beyond the traditional legal framework, and is not limited to the media regulation law and its executive regulations, but rather includes a set of policies and regulatory decisions that reflect a profound understanding of the nature and challenges of the new media, and seeks to enhance the quality of media practices, and ensure their consistency with the institutional values of the state.
She pointed out that one of the most prominent axes of this system is to issue a special decision to organize advertisements via social media for individuals “advertiser”, in a move aimed at enhancing confidence, protecting the public, and raising the efficiency of media messages circulating on digital platforms, as well as providing real support for content makers by exempting them from the permits fees for a period of three years.
She emphasized that the council is working to implement a comprehensive policy for the age classification of media content, with the aim of protecting the age groups from inappropriate materials, especially children and young people, in light of the increasing consumption of digital content across various platforms.
She pointed to the development of a new policy for licensing digital news platforms, setting clear professional and organizational frameworks that enhance the credibility of digital media work, and ensures his commitment to professional standards and his responsibility towards the public, within a balanced and integrated legal environment.
In the regulatory environment aspect, her Excellency clarified that adopting the decision of the Council of Ministers regarding media services fees, and the decision of violations and administrative penalties is an important step towards building a unified and flexible media services system, characterized by transparency and ease of use, and is in line with the UAE government model in providing digital, proactive, and integrated services, facilitating media institutions and content makers to complete their transactions efficiently, within an organizational environment supported Growth, and keeps pace with the needs of the next stage.
She added that the policy of empowering local content is one of the basic pillars in this system, as it places Emirati talents and creative projects at the heart of the state’s media strategy, where a number of media services were exempt from fees in support of Emirati producers, writers and creators, and to encourage the development of content that reflects the national identity and advances the quality of the media message.
His Excellency Metha Majid Al Suwaidi stressed that the new legislative system constitutes a detailed stage in the process of building a modern Emirati media, based on the standards of transparency, professionalism and quality, and gives media institutions and content makers an advanced organizational structure that enhances their productive capabilities, and opens a broader prospect for growth and competition globally.
