America urges African countries to accept boiling immigrants

While US President Donald Trump met, last week, the leaders of five West African countries, his administration urged them to accept the migrants who were from the United States whose countries of origin refused to receive or slow down in their recovery, according to an internal document and current and former US officials.

Before the arrival of the leaders of Liberia, Senegal, Mauritania, Gabon and Guinea -Bissau to the White House, to attend the economic and security summit, the US State Department sent requests to each of those countries to receive migrants, highlighting the overlap between the strict deportation campaign launched by the administration and its foreign policy.

Trump seemed to hint at the US requests during the last Wednesday summit, where he said in his opening speech: “I hope we can reduce the high rates of people who exceed their visas period, and to make progress in the safe (third state) agreements.”

The American proposal calls on the five countries to accept a “safe transfer to people from the United States” to third countries, according to an internal document of the Ministry of Foreign Affairs, an introduction to the governments of the region, and was seen by the Wall Street Journal.

Countries will have to agree to not return the concerned immigrants to their country of origin or their previous usual residence in order to make a final decision regarding their requests to resort to the United States, according to the document.

Additional countries

It is unclear whether any of the leaders of the countries who met Trump, last Wednesday, agreed to the American proposal. None of the African leaders touched on it during the public part of the meeting.

The White House and the Ministry of Foreign Affairs did not respond to questions about the document and requests addressed to the five countries, and the embassies of Liberia, Senegal, Mauritania, Gabon and Guinea -Bissau did not respond to the suspension requests.

The US administration has been looking for additional countries to receive immigrants since the conclusion of an agreement with Panama last February, according to which a plane loaded with more than 100 immigrants, most of them from the Middle East, were sent to the country in Central America.

In May, immigration officials sought to send eight migrants to southern Sudan, and only one of them was born there. Trump administration officials have stated that these men had previously been convicted of crimes ranging from theft, sexual assault and killing.

The US administration argued that the president has the power to remove dangerous criminals from the United States and send them to other countries, if their countries of origin refuse to receive them. Last month, the Supreme Court upheld the Trump administration, as it canceled the orders of the minimum that prevented the deportation of migrants to third countries.

Agreements

The Vice President of the White House employees and the Trump campaign engineer, Stephen Miller, attended the round table with African leaders, along with the large African affairs adviser, Massad Paul, and asked American diplomats to inform their counterparts in West Africa that hosting citizens of third countries is the most important issue for Trump, according to an official in the Foreign Ministry who participated in planning the summit.

Officials have reported that immigration aid is crucial to improving trade relations with the United States.

The “Wall Street Journal” previously stated that the United States is seeking to conclude agreements on immigration with other countries, including Libya, Rwanda, Moldova, Mongolia and Kosovo.

finance

The US administration seeks to expand the scope of trade relations, rather than foreign aid, with African countries after the US Agency for International Development dissolved earlier. The African countries for decades were among the largest beneficiaries of the US agency’s financing, but there are now many of the fastest growing economies in the continent. Some suffer from the sudden stop of American aid programs. These programs in Liberia amounted to approximately 2.6% of the country’s total national income, according to the data of the Global Development Center.

For his part, Mauritanian President Mohamed Ould Al -Ghazwani acknowledged the small area of his country and its lack of prosperity, but he made it clear to Trump, saying that she has a very important strategic location, and has large reserves of rare minerals. On the “Wall Street Journal”

Promotion of influence

The United States is behind China in strengthening its influence in the countries of the African continent. For example, Gabon has signed investment deals with China, which exceeded $ 4.3 billion, and Beijing built the only highway in Guinea -Bissau, according to the Brookings Foundation.

“China outperformed the United States in economic and political influence in many African countries, including the countries invited to the summit in Washington,” the prominent colleague in the global economy, development and growth initiative in Africa wrote to the Brookings Foundation.

. The Supreme Court supported the Trump administration last month, by canceling the orders of the minimum court that prevented the deportation of migrants to “third countries”.

. The host countries will be required to agree to not return immigrants to their country of origin or the country of their residence until a final decision is made regarding asylum applications.
