المملكة: Preventing international buses in the Kingdom .. 11 requirements for the bus in organizing the new international transportation

The Public Transport Authority presented through the platform of the “draft” executive regulations to organize the international transportation activity of passengers, in addition to organizing the activity of the local agent, as part of its comprehensive plan to develop transportation services, raise the efficiency of employment, and encourage investment in this vital sector, in order to achieve the goals of the economic and social development of the Kingdom.
The regulations aims to organize everything related to international transportation operations to and from outside the Kingdom, including buses, drivers, operators and agents, as well as imposing accurate controls related to safety, environment, technical requirements, electronic connection, and operating licenses.

Conditions and controls of licensing for international transportation

The commission requires that no person or facility of international transport activity be practiced without obtaining a regular license, and all preparatory work is to practice the activity without a frankly violating license.
The regulations are obligated by the establishments wishing to obtain the license to fulfill the requirements of them to submit the license application through the official channels of the authority, and to provide a commercial record that includes the activity of “passenger passengers out of the Kingdom”, and to provide a certificate of social insurance, a certificate of zakat and a valid income.
The requirements also include providing a operating center within the city to be licensed according to the regular requirements, providing 10 buses as a minimum, directly owned or through financing rental contracts, electronic linking to the authority’s regulations, determining the national address and paying any previous dues or fines.

Restricted license and renewal

The regulations authorized a temporary restricted license for a maximum of 90 days, to be canceled automatically if the requirements are not met within the period. As for the renewal of the license, it will be according to strict controls, including submitting the application 180 days before the expiration of the authority, the full payment of any fines, and the provision of a valid Saudization certificate.

Conditions of waiver and cancellation

It is not allowed to waive the license until after the approval of the commission, the fulfillment of a number of conditions, including submitting the application in advance, ensuring that the license is valid, and pay the dues. The regulations also identified cancellation cases, whether at the request of the service provider or automatically in the event of the removal of the activity, bankruptcy or death without correcting the facility’s status within 90 days.

License of the local agent activity

To practice the activity of the local agent is required to have an existing license for international transport, submitting an official request to the authority, electronic linking with the authority, and paying the financial compensation and fines.

Bus requirements

The regulations stress that the bus is classified as a public transport, and does not exceed 10 years of the year of manufacture, equipped with a water cycle, a luggage depot, safety equipment, subject to periodic examination, and continuous insurance coverage.
An operating card is also required for each bus, issued for one year, and it may not be operated after it is completed or stopped.

Driver requirements and obligations

Any driver is prohibited in the international transport activity without a driver card. A regular driver’s license is required, a precedent free certificate, a vocational efficiency test, and a documented contractual relationship.
The non -Saudi driver is required for his profession to be a “bus driver”, and his unified identity number is linked to the facility. The card is canceled automatically after its duration ends without renewal, or at the request of the facility.
The regulations required drivers to adhere to a number of tasks to ensure the safety of passengers, including the rapid examination of the bus, to ensure the presence of safety tools, refrain from smoking inside the bus, adhere to public morals and uniforms, and not to move without ensuring that all passengers are found, and adhering to the approved comfort hours.

Bus operating controls

Buses are not allowed to be used in internal transport, and a detailed travel ticket is required for each passenger, and an independent luggage statement.
The regulations required operators to operate buses in conformity with the specifications, secure the driver with flight documents, provide safety equipment, register passenger data electronically, and determine a clear mechanism for the return of missing women.
The duties of the local agent include providing the authority with passenger and drivers data, dealing with official correspondence in the Arabic language, determining and publishing working hours, and adhering to a specific download place.

Penalties and violations

The penalties are applied according to a special schedule issued by the Chairman of the Authority, and it includes operating violations, licenses, and safety, and the violator is granted the right to grievance within 30 days from the date of the notice, and he is also entitled to grievance before the competent court within 60 days of the decision to consider the violations.
The notification is adopted through the platforms of the official body, e -mail or text messages, and is a product of its regular impact from the date of transmission.
