The results of an opinion poll, conducted by the newspaper “Emirates Today”, through its accounts on social media platforms, revealed that the share price is the first factor in the selection of the teacher.
Legal warned that the penalty for work in the field of private lessons, without an official permit, may reach imprisonment for a year and a fine of 100,000 dirhams.
In detail, a poll, conducted by «Emirates Today», through its accounts on the platforms X, Facebook and Instagram, showed the most important factors affecting the choice of parents, private lessons teacher, that the share price comes first with a rate of 38%, followed by the teacher’s possession of a work permit for teaching by 33%, and finally the reputation and academic efficiency by 29%.
And “Emirates Today” monitored the increase in the number of private lessons ads on social media, and mothers’ groups on Facebook and WhatsApp, while students with students confirmed that private lessons have become part of the components of their children’s education, and enter into the list of priorities that families seek to pay their bill.
The educators and the families of students identified: Walid Jalal, Mustafa Ahmed, Hussein Jaafar, Youssef Fayez, Sama Obaid, Nour Al -Hamoudi, Yamna Abdel Hamid, Fatima Muhammad and Ghada Abdullah, eight reasons behind the continuation of the phenomenon of private lessons and its transformation into a societal culture, making it part of the educational process, which included the lack of establishment of the student since his first years of education, and the consequent weak levels of achievement in some subjects, The father and mother are concerned about following their children academically, and the individual differences between students regarding understanding, and the accustomed to many students to receive help and not rely on themselves to reach the information, the weakness of some teachers and their preoccupation with administrative and life burdens that affect their efficiency inside the class, and the desire of the parents to increase their children’s achievement for excellence, and the weak material income that the teacher receives in the school compared to the school With the high return of private lessons, and the difference in the nationalities of teachers leads to the difficulty of understanding, especially among young students, due to the different dialects and exits of the letters, in addition to the social face where some of them are private lessons one of the means of expressing interest in their children.
The educators demanded: Muhammad Burhan, Hassan Othman, Mona Yasser and Yasmine Khaled, the families of students before proceeding to use private teachers for their children, to answer four questions to evaluate the result of the lesson of the lesson or not, which included: What is the efficiency of the quality of school education? What are the results of evaluating the student level and his ability to achieve on his own? Was the difficulty of the subject and the student’s inability to absorb? Is the ability of the material family to enable it to bear the burdens related to private lessons?
They stressed the importance of dealing with private lessons as a means, not an end, as it is useful in the event of resorting to it to fill the gaps of the student’s inability to absorb within the school class, and the failure of the treatment of this weakness, while its harm is greater than its benefits in the event of resorting to it as a kind of facilitation, the lack of the student to assume his academic responsibilities, and the family retracts its role in follow -up, support and motivation.
The educational leadership expert, Dr. Fatima Al -Marashda, attributed the growing phenomenon of private lessons to the increasing academic pressures, and some students need individual support that schools do not provide, in addition to the ease of access to teachers via the Internet, and the diversity of options available for this service, noting that the commercial nature regulating educational platforms contributed to enhancing the spread of this pattern of learning, which reflects a shift in the society’s view towards Flexible learning dedicated to meeting various educational needs.
In turn, the educational expert, Maryam Al -Zahouri, has continued the phenomenon of private lessons and expanding its options annually, to accompanying the needs of students and parents, as the individual support gap that is always difficult to provide inside the class, and academic competition and love of excellence leads many to search for external support sources, which makes private lessons a preferred option.
The relatives of students said: Ahmed Abdel -Rahman, Karam Farouk, Hessa Sultan, Laila Obaid, Halima Al -Awadi and Sherine Hashem, that their children resort to private lessons due to the lack of good achievement in the school, and the desire to excel.
They pointed out that the materials of mathematics, physics, biology, chemistry and English, top the list of private lessons, and the share price of an hour ranges between 150 dirhams and 200 dirhams in the event that it is a group that includes three students, and it reaches between 300 and 400 dirhams in the event that the lesson is limited to one student, while the prices of private lessons in the subjects that are taught in Arabic are 100 dirhams per share, noting that the classes of the episode The first one teacher teaches all its subjects, and is often dealt with with a monthly wage with an average of 1500 dirhams for two sessions per week, pointing to providing private teachers for their children since they enrolled in the school, especially for mathematics and science materials, and the English language, as they are afraid of their low educational level, due to their teaching in the English language, which is new to young children.
The families of students reported that they received messages from teachers and electronic educational platforms, to give private lessons to school students in all grades, noting that the electronic lessons platforms were disturbed by some of the constants of the traditional private lessons market in which the share price was determined according to the curriculum and the school fees to which the student belongs, and the nationality, as well as the subject, where the teacher established the material state of the family through these factors, and completed The exaggeration of the quota prices in order to achieve additional financial gains, while the online private lessons platforms put fixed prices with the availability of a long time options for time, the nationality of the teacher and his professional experiences.
For his part, lawyer Salem Obaid Al -Naqbi stressed that the practice of the profession of private lessons without a statement of frank legal violation, as the ministries of education, human resources and resources approved a joint work mechanism, according to which a “private teaching work permit was created”, stressing that the UAE law set strict sanctions against violators of the regulations and laws related to the work system, including violations of work permits, with the aim of reducing abuses.
He added that the introduction of permits for individuals qualified to provide private lessons will contribute to reducing illegal and unorganized practices for contracting with private teachers, which may affect the learning process in their entirety.
He said: «The fines and penalties stipulated in the Law on Regulating Labor Relations, its Executive Regulations and Decisions regulating them are applied, and all the laws in force in the country are applied to everyone who exercises private teaching without obtaining a permit from the Ministry of Human Resources and Emiratisation, as it is according to the Department of Economic Development, no natural or moral person may practice any economic activity or branch of this activity issued by organizing a decision from the department before obtaining licenses to do so, provided that it is fulfilled. The conditions stipulated in the laws related to practicing this activity, and everyone who violates this shall be punished with imprisonment for a period of no less than three months and not more than a year, and a fine of no less than 40 thousand dirhams and not more than 100 thousand dirhams, or one of these two penalties ».
Lawyer Salem Saeed Al -Haqi pointed out that the beneficiaries of private teaching services are obligated to use the persons authorized to practice private teaching only, and everyone who violates the decisions issued in this regard is subject to legal accountability, as Article (8) of Ministerial Resolution No. (710) of 2023 regarding the creation of a private teaching work permit stipulates that the fines and penalties received in accordance with the provisions of the Law of Regulation of Labor Relations And its executive regulations, the decisions regulating them, and the laws in force in the country, for everyone who exercises private teaching without obtaining a permit from the ministry.
He said that «the guardian is obligated to ensure that the teacher obtains a permit to practice private lessons, and in the event of the use of a teacher who does not hold a private teaching work permit, the student’s guardian is considered contrary to the provisions of the decree of a federal law No. (33) of 2021 regarding the regulation of labor relations, and the penalties stipulated in the law are applied, where Article No. (60) stipulates that it is punished with a fine of no less than 100 thousand dirhams and no more than a million dirhams Whoever uses a worker has not been authorized to work for him, or uses work permits other than the purpose for issuing them.
It is worth noting that the ministries of education, human resources and Emiratisation approved a joint work mechanism according to which the “private teaching work permit was created, with the aim of strengthening the learning process and ensuring the governance of private lessons outside the framework of educational institutions according to effective and organized regulations away from randomness, and allows the declaration of wide groups of society from specialists and qualified to provide private lessons for students, while the“ UAE today ”has contacted the Ministry with the Ministry Human resources and Emiratisation to inquire about the number of those with a private teaching work permit, since the launch of the service, and the punishment for practicing the profession without a license, but it did not receive in response to its inquiries.

Teachers and educators put solutions to counter the spread of private lessons among students, which included raising the student’s academic efficiency, by organizing a daily study schedule, creating a home atmosphere that helps him to remember, follow the guardian’s level closely, standing on his school level, following him with his teachers in school, and increasing his self -confidence through the effort he will make, motivating and encouraging him to obtain the best results, And notifying the student with moral and academic support, and that it is not alone, and benefiting from academic support programs, which are provided by the Ministry of Education and some free educational platforms on the Internet, in explaining all the difficult points that you can face in the basic school class.
6 steps to obtain a permit
The Ministry of Human Resources and Emiratisation stated that the “private teacher’s work permit” allows the provision of educational lessons outside the framework of educational institutions for students from qualified individuals, which provides them with direct income.
The permit is granted for free, and its duration is two years, and the beneficiaries of it authorize the practice of private teaching, after signing a behavior document according to the approved model.
The Ministry indicated – on its official accounts on social media – that there are five qualified categories to obtain a private teacher’s work permit, including teachers registered in a government or private school, employees working in the government and private sector, the category of non -employees, school students from juveniles at the age of 15 to 18 years, and university students, pointing out that obtaining a private teacher’s work permit requires taking six steps, starting to enter the Ministry’s website, And choose a private teacher’s work permit from the list of services, enter the Emirati ID number, enter the verification code for one time, attach the required documents according to the category, and finally submit the application.
