The policy applies to all tourist establishments licensed by Ministry of Tourism in the Kingdom of Saudi Arabia, which includes all economic activities subject to the Ministry’s license according to the national classification of economic activities.
This policy comes within the framework of the Kingdom’s Vision 2030 to enhance the participation of national competencies in the tourism sector, unify procedures for registering workers and localize activities in a way that contributes to raising the quality of tourism services and achieving economic and social sustainability.
The goal of Policy
This policy aims to:
– Localize jobs in tourist facilities.
– Register workers in these facilities in an organized manner.
– Ensure compliance with what is stated in the tourism system and its executive regulations.
Scope of Application (Article One)
These policies and rules apply to all tourist facilities. Licensed by the Ministry of Tourism in the Kingdom of Saudi Arabia, and includes economic activities subject to the Ministry’s license, according to the national classification of economic activities.
This policy is also complementary to the provisions of the tourism system and its executive regulations, and does not affect the regulations and instructions issued by other relevant government agencies.
Objective (Article 2)
These policies aim to:
– Regulating the process of registering workers in tourism establishments licensed by the Ministry.
– Raising gradual Saudization rates in the tourism sector in line with the Kingdom’s Vision 2030.
– Achieving integration between the Ministry Tourism and the Ministry of Human Resources and Social Development in following up on the commitment to employing qualified national cadres.
Nationalization rates (Article Three)
Establishments are committed to gradually achieving the nationalization rates set as follows:
– 40% of workers are Saudis as of April 22, 2026 AD.
– 45% starting from From January 3, 2027 AD.
– 50% as of January 3, 2028 AD.
Any additional percentages issued in the future by the Ministry of Human Resources and Social Development regarding tourism professions or sectors must also be adhered to.
Worker Registration (Article Four)
All workers in tourist establishments must be registered with the Ministry of Human Resources and Social Development system before practicing Work.
Contracts are documented in the platform "employee" Or any other platform approved by the Ministry.
Workers must be registered in each branch of the facility separately.
Employees’ data must be updated periodically in the electronic systems of both the Ministries of Tourism and Human Resources.
The data is uploaded through the technical channels approved by the Ministry of Tourism in accordance with the specific technical requirements.

Nationalization Controls (Article Five)

The Ministry has the authority to conduct inspection visits and request any supporting data from the facility whenever needed.
Violations and Penalties (Article Seven)
Violations are monitored and legal action is taken in accordance with them. Applicable regulations.
Penalties are applied in coordination between the Ministry of Tourism and the Ministry of Human Resources, each according to its jurisdiction.
Penalties include warnings, financial fines, and suspension or withdrawal of the license in the event of repetition or serious violation.
Enforcement (Article Eight)
