Shamma Bint Muhammad: Public benefit institutions are a development pillar for building human capital in the Emirates

DUBAI, 15 November / WAM / Sheikha Dr. Shamma bint Mohammed bin Khalid Al Nahyan, Chairwoman of the Board of Directors of Sheikh Mohammed bin Khalid Al Nahyan Cultural and Educational Institutions, witnessed the launch of the “Public Benefit Institutions Sector Pivot within the Government Leadership Programs in the UAE” initiative, one of the initiatives of the volunteer and community participation system in its first edition, organized by the Ministry of Community Empowerment in cooperation with the Mohammed bin Rashid Center for Leaders and the UAE Government Leadership Programme.

In her speech, Sheikha Shamma stressed the importance of redefining the role of public benefit institutions, explaining that this sector is witnessing today a qualitative transformation that goes beyond traditional charitable work to development institutions that invest in building people.

It also presented the concept of “sector zero”, which forms the basis of social values ​​and behavior and represents a protection shield for the family and society, as it precedes the governmental, private and non-profit sectors.

It presented a strategic vision with three main transformations: from cost to value by adopting financing models based on social impact, from transparency to cognitive justice by launching the Emirates Community Knowledge Platform to be a reference for social policies and investments, and from family care to immunizing generations based on the vision of the wise leadership, stressing that declaring 2026 as the Year of the Family represents a strategic direction for this path.

For her part, Her Excellency Shamma bint Suhail Al Mazrouei, Minister of Community Empowerment, stressed that the public benefit sector is an essential pillar of the new social contract for the UAE, and its role goes beyond social support to building a sustainable social economy that enhances the values ​​of giving and creates a continuous national impact.

The launch of the initiative – in which 45 members of the leadership preparation programs participated – was attended by Her Excellency Aisha Yousef, Undersecretary of the Ministry of Community Empowerment, and a number of officials and leaders in government agencies and public benefit institutions.
