The European Commission approves the reform agenda in Bosnia and Herzegovina

BRUSSELS, 4 December / WAM / The European Commission has positively approved the reform agenda for Bosnia and Herzegovina, in a step towards releasing up to 976.6 million euros within the European Union’s “Reform and Growth Facility”.
The Commission concluded that the reform agenda presented on 30 September 2025 meets the objectives of the Reform and Growth Facility Regulations and sets reform priorities to promote green and digital transformations, support private sector development, reduce brain drain, and strengthen fundamental rights and the rule of law.
Bosnia and Herzegovina is now required to take the initiative to sign and ratify the Facility Agreement and the Loan Agreement, as the allocation of financing, including advance payments, cannot begin until these agreements enter into force and all conditions are met.
This comes within the framework of the “Western Balkans Growth Plan” developed by the European Commission and provides a road map for the region’s economies to move closer to the European Union through an investment package worth 6 billion euros based on the principle of combining investments and reforms.
The plan also provides for gradual integration into the European single market, allowing Western Balkan citizens to reap early benefits from the European integration process, while the disbursement of funds will remain conditional on the successful implementation of the reform agenda, which includes reforms in the areas of governance, democratic foundations and socio-economic reforms in close cooperation with the European Commission.
With this decision, all six Western Balkan countries will have approved reform agendas and will be able to benefit from the facility as they move towards EU membership.
