The General Network for Government Communication reviews the Dubai model of readiness and integration

DUBAI, December 22nd, WAM/ The “General Network for Government Communication”, affiliated with the General Secretariat of the Executive Council of the Emirate of Dubai, held its regular meeting at the Emirates Towers, as part of the joint and continuous coordination between government agencies in Dubai and enhancing communication between government communication work teams to shed light on the strategic initiatives and programs of the Dubai government and highlight the qualitative achievements it has achieved, the positive impact of which is on the individual and society.
The meeting included a dialogue session by His Excellency Abdullah Mohammed Al Basti, Secretary General of the Executive Council of the Emirate of Dubai, entitled “The Dubai Model of Readiness, Proactivity and Government Integration,” during which he stressed that the Dubai model of integrated government work translates the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense, and Chairman of the Council. The Executive Director of the Emirate of Dubai, by working with the one-government approach that lays the foundations for comprehensive development and consolidates the values of full readiness and full readiness for the future and its opportunities, while the human being remains the focus of government work.
His Excellency stressed that effective and continuous communication with society increases people’s confidence in government decisions, and said: “We see this at all times and that feeling of confidence increases during crises, as community confidence enhances the ability of government agencies to contain emergency situations and deal with them to the fullest extent. This is what has placed us again during the year 2025 among the top three countries in the world in the index of confidence in governments.”
Al Basti added that the joint frameworks between various government agencies in Dubai are a role model in terms of their role in the speed and accuracy of decision-making at various levels, and they enhance Dubai’s current and future readiness to transform promising and new opportunities into reality, and to deal with urgent challenges and crises efficiently and proactively.
The Secretary-General of the Executive Council also stressed during the meeting the necessity of permanent coordination between government agencies, in general. Specifically in the field of government communication, which consolidates Dubai’s global reputation, introduces its ambitious plans for the present and future, highlights its strategic projects, enhances the unified government identity, builds bridges of communication with people, and makes them partners in achieving government priorities in a way that supports the implementation of the Dubai 2033 Plan with its economic and social agenda, and building the best and most beautiful city in the world.
His Excellency called on the communications officials in various government agencies to highlight the advantages and foundations of Dubai and its success in vital sectors such as the economy, safety, and societal stability, saying: “We emphasize the role of all cadres, government employees, and work teams in presenting the best and most beautiful picture of Dubai’s achievements and preserving its advanced status and global reputation, because every employee is a representative of the government agency in which he works, and an ambassador for Dubai’s achievements in various fields.”
During the meeting, the members discussed the Government Communication Guide for the Government of Dubai for the year 2025, and its role in providing an integrated framework for government communication operations, and raising the level of coordination between entities to support the achievement of the Dubai 2033 Plan, with its economic and social agendas and supporting plans.
Members praised the Dubai Government’s Government Communication Guide for identifying three main paths for government communication governance in Dubai. So that strategic government communication is under the supervision of the General Secretariat of the Executive Council, to which the General Network for Government Communication is affiliated, while media communication is managed under the supervision of the Dubai Media Council and the Dubai Government Media Office, and institutional communication is under the supervision of government agencies in the emirate.
They stressed that the Government Communication Guide for the Government of Dubai provides the various work teams in the government communication departments, social media, marketing, content creation, creative departments, and media follow-up units with reference principles for continuing to develop government communication, effectively contributing to presenting Dubai’s narrative in an optimal manner, and accelerating the achievement of its ambitious goals and strategic vision as the best and most beautiful human-centered future global city.
During the meeting, Sabah Salem Al Shamsi, Assistant Secretary-General for the Government Communications Sector and General Secretariat Affairs, emphasized the role of communications department officials in effectively supporting the unified voice of the government on various platforms and through all means of communication, to convey Dubai’s success stories and enhance its presence locally and globally.
Al Shamsi said that government communication is an open channel for communicating with the public. The General Network for Government Communication has a pivotal role in developing and implementing unified policies and strategies for government communication, as it includes representatives of various government agencies and general managers.
Al Shamsi touched on the launch of the “Government Communication Guide for the Government of Dubai” by Executive Council Resolution No. (47) of 2025, as it represents an advanced framework that regulates the government communication system and unifies the method of work, cooperation and coordination between agencies, stressing its importance in supporting the one-government approach through clear governance that defines roles and responsibilities and constitutes a reference for the teams concerned with communication in government agencies, stressing the need for integration and continuous communication between members to put forward qualitative strategic initiatives and ideas that support the continuous development of the government communication system.
For her part, Badour Ali, Director of the Government Communications Department at the General Secretariat of the Executive Council, stressed the importance of government communication that interacts with opportunities and transformations, indicating that the one-government approach and a unified voice are reflected in the advanced government communication system that defines principles specifically designed to suit the leadership of government work in Dubai, and at the same time embodies the values of flexibility and privacy that characterize every government entity in the emirate.
Badour Ali said that the model of the public network for government communication in Dubai is distinguished in that it doubles the opportunities for effective communication with the community and also enhances direct coordination between communication officials, which contributes to informing the community of everything related to government initiatives and services, and consolidates the bonds of trust with all its individuals and components.
The meeting included a presentation of the “City Builders” initiative, one of the initiatives of the General Secretariat of the Executive Council of the Emirate of Dubai, presented by Ahmed Hamad Huraimel, Director of the Excellence and Government Services Department in the General Secretariat of the Executive Council, about the latest joint government services in Dubai, which achieve integration of efforts between many government agencies, and are based on public suggestions, in developing services in vital areas that make a tangible impact on people’s lives, including education, health, society and the economy, initiatives that enhance values and preserve identity, and partnerships that consolidate the model of more cities. Readiness with its quality services and government institutions.
In turn, Asma Al Janahi, Head of the Media Department at the Dubai Health Authority, gave a presentation on the integrated “Jabr” system that the Authority recently announced to provide all services to the families of the deceased through the comprehensive government employee, which reflects the depth of the human dimension of government services in Dubai, and takes into account the feelings of families in their most difficult times. The presentation highlighted the communication plan of the “Jabr” system, which is the first to complete transactions through a comprehensive government employee for each death case, who processes transactions on behalf of the families, through full coordination between the authorities, which completes the necessary procedures immediately after the death case is announced, prepares and provides services proactively, and gives the families of the deceased the greatest time to devote themselves to the humanitarian and social aspects at this sensitive stage.
The “Jabr” system includes 22 entities that work in an integrated manner to facilitate the affairs of the family of the deceased by issuing death notification, arranging burial procedures, preparing requirements for funeral services, extending stays for the deceased’s family members who are residents, opening the estate file, and other vital services, all of which are provided by the comprehensive government employee and in only a few days.
