المملكة: The Council of Ministers welcomes the launch of the second phase of the comprehensive peace plan in Gaza

At the beginning of the session; The Council of Ministers was briefed on the content of the message received by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – from His Majesty Sultan Haitham bin Tariq, Sultan of Oman, and the content of the phone call that His Highness received from His Excellency the President of the Syrian Arab Republic, Ahmed Al-Sharaa.
In reviewing developments on the regional and international arenas, the Council welcomed the launch of the second phase of the comprehensive peace plan in Gaza, and the start of its duties by the Palestinian National Committee to administer the Strip, and His Excellency US President Donald Trump announced the establishment of the Peace Council, appreciating the international efforts made in this framework.
The Council stressed the necessity of consolidating the ceasefire and violations in Gaza, ensuring unrestricted entry for humanitarian aid, and paving the way for the return of the Palestinian National Authority to assume its responsibilities in the Strip until ending the Israeli occupation, and embodying the independent Palestinian state in accordance with United Nations resolutions and the Arab Peace Initiative. And the principle of the two-state solution.
In his statement to the Saudi Press Agency after the session, the Minister of Information, Mr. Salman bin Youssef Al-Dosari, explained that the Council of Ministers expressed the Kingdom of Saudi Arabia’s welcome of the ceasefire agreement and the integration of the Syrian Democratic Forces into the Syrian state, and the emphasis on full support for the efforts made to strengthen civil peace, preserve the sovereignty and territorial integrity of this brotherly country, and achieve the aspirations of its people towards development and prosperity.
The Council continued the efforts aimed at End The Yemeni Crisis, and continuing efforts towards the future of the southern issue through the Riyadh Conference to find a comprehensive vision for just solutions, stressing that the Kingdom of Saudi Arabia will launch a package of development projects and programs in the various governorates of the Republic of Yemen; It comes as an extension of supporting the brotherly Yemeni people, enhancing their security and stability, and contributing to improving their circumstances and conditions at all levels.
The Council promised that the Kingdom ranked (second) globally and (first) in the Arab world among donor countries in providing humanitarian and relief aid and topped the list of the largest supporters of Yemen for the year 2025 AD according to the financial tracking platform of the United Nations; Consolidating its leadership and record of giving and extending a helping hand to those in need and affected people around the world.
He stated that the Council of Ministers subsequently discussed developments in strengthening the Kingdom’s economic partnerships, praising in this context the success of the work of the (fifth) edition of the International Mining Conference held in Riyadh. With the wide-ranging participation of (91) countries, and the signing of (132) agreements and memorandums of understanding worth more than (100) billion riyals; It included multiple fields, including exploration, mining, finance, research, development and innovation.
The Council noted the tangible expansion in the production base of the Kingdom’s economy, with most non-oil activities achieving annual growth at rates ranging between (5%) and (10%) during the past (five) years. Continuing its pivotal role in leading economic prosperity and promoting sustainability and inclusiveness in various sectors.
The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the findings of the Council of Political and Security Affairs, the Economic Affairs and Development Council, the General Committee of the Council of Ministers, and the Council of Experts of the Council of Ministers regarding them. The Council concluded the following:
First:
Approval of a draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Islamic Republic of Pakistan for cooperation in the field of electrical connection.
Second:
Approval of a draft memorandum of understanding in the field of combating illicit trafficking in narcotics, psychotropic substances, and precursor chemicals and their smuggling between the Ministry of Interior in the Kingdom of Saudi Arabia and the Ministry of Health in the Republic of Iraq.
Third:
Authorizing the Minister of Human Resources and Social Development – or his representative – to discuss and sign with the Singaporean side a draft memorandum of understanding between the government of the Kingdom of Saudi Arabia and the government of the Republic of Singapore for cooperation in the field of social development. And the Assembly, and its signature.
Fifth:
Approval of a draft memorandum of understanding for technical cooperation in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the African Civil Aviation Committee.
Sixth:
Authorizing the Minister of Environment, Water and Agriculture, Chairman of the Board of Directors of the General Irrigation Corporation – or his representative – to discuss a draft memorandum with the United Nations Human Settlements Programme. An understanding between the General Organization for Irrigation in the Kingdom of Saudi Arabia and the United Nations Human Settlements Program in the field of safe reuse of treated water in irrigation, and its signing.
Eighth:
Authorizing the head of the General Audit Office – or his representative- to discuss with the Malaysian side a draft memorandum of understanding between the General Audit Office in the Kingdom of Saudi Arabia and the National Audit Office in Malaysia for cooperation in the field of accounting, supervisory and professional work, and to sign it.
Ninth:
Approval of the national strategy for the sector Insurance.
Tenth:
Formation of a permanent ministerial committee concerned with coordination to harmonize efforts and services provided to autism spectrum patients, study the challenges facing patients and their families, and find the necessary solutions to address them.
Eleventh:
Renewal of the membership of Dr. Abdulaziz bin Khalid Al-Hamoudi and Dr. Abdulrahman bin Mushabab Al-Ahmari in the committee stipulated in the patents and designs system. Planning for integrated circuits, plant varieties, and industrial models, and appointing Dr. Ahmed bin Muhammad Al-Joufan, Dr. Hisham bin Saleh Al-Khalifa, and Mr. Hani bin Tariq Gharbawi as members of the committee. />Guidance as necessary regarding a number of topics on the agenda of the Council of Ministers, including annual reports for the ministries: (Municipalities, Housing, and Education), the Nuclear and Radiological Regulatory Authority, the General Authority for Survey and Geospatial Information, the Saudi Water Authority, the Saudi Investment Marketing Authority, the General Authority for Competition, and the King Abdullah City for Atomic and Renewable Energy.
Fourteenth:
Approval of promotions to the two ranks. (Fifteenth) and (fourteenth), as follows:
– Muhammad bin Suleiman bin Muhammad Al-Furaih is promoted to the position of (Senior Advisor on Educational Methods) at the (fifteenth) rank at the Ministry of Education.
– Promotion of Saud bin Saeed bin Awif Al-Qathami to the position of (Expert Council Secretary) at the (fourteenth rank) at the Ministry of the National Guard.
– Nasser bin Abdulaziz bin Saud bin Huwaymel is promoted to the position of (Religious Research Advisor) Ranked (fourteenth) in the Ministry of Justice.
– Abdullah bin Hadi bin Zakir Al Muhammad Al-Ghamdi is promoted to the position of (office manager) ranked (fourteenth) in the Ministry of Justice.
– Ahmed bin Muhammad bin Ali Asiri is promoted to the position of (business advisor) ranked (fourteenth) in the Ministry of Municipalities and Housing.
– Khaled bin Mohammed bin Muhammad Shafi’i is promoted to the position of (mayor) ranked (fourteenth) In the secretariat of Jeddah Governorate.
