المملكة: Refunding the order value when the driver disagrees and the beneficiary numbers are blocked. "Transportation" Controls delivery chaos


The General Transport Authority proposed fundamental amendments to the executive regulations for the Delivering orders via the “Reconnaissance” platform, which included heavy penalties and strict technical controls to enhance security and transparency, and protect the rights of beneficiaries from tampering with driver and vehicle data.

The new draft obligated delivery applications to disclose all Trip data for the beneficiary immediately, including at a minimum the driver’s binary name, his mobile number, his personal photo, the type of vehicle and its license plate data, to block unknown accounts.

Recovery of value and blocking of beneficiary numbers

The amendments were approved The customer’s right to recover the full value of the order if it is proven that the vehicle specifications or the driver’s actual identity differs from the data shown in the application, in order to enhance reliability and combat cover-ups in the sector.

The regulations prohibited granting drivers access to customers’ phone numbers, restricting communication between the two parties through the application only, to ensure the confidentiality of the data and prevent any harassment or violation of the privacy of the beneficiaries.

The authority stressed the need for justice in the distribution of work, preventing discrimination in assigning requests between individual drivers. And those affiliated with the establishments, while criminalizing allowing motorbike drivers to exceed the regular driving hours in order to preserve public safety.

The controls required activating the “face verification” technology to confirm the identity of the driver before starting work, with the obligation to connect to the “Nafath” platform when registering Saudi drivers, and considering non-compliance as a violation requiring punishment.

The amendments granted the Violations Review Committee broad powers, amounting to imposing fines exceeding 10 thousand riyals, Suspending the license for a year, or canceling it permanently for establishments that are negligent in applying safety and transparency standards.
