Yasser Al Naqbi: Establishing a culture of continuous learning enhances the readiness of government competencies in Abu Dhabi

Abu Dhabi, 9 March / WAM / His Excellency Dr. Yasser Al Naqbi, Director General of the Government Academy in the Department of Government Empowerment – Abu Dhabi, confirmed that learning has become one of the main drivers for sustaining government excellence in light of the rapid changes that the world is witnessing, pointing out that building the government of the future based on employing advanced technologies and artificial intelligence begins with empowering people and investing in their capabilities and skills.

Al Naqbi explained on the sidelines of the activities of the ninth edition of the “Abu Dhabi Government Leadership Meetings”, which were organized under the slogan “Government talent is the essence of distinguished performance” and brought together more than 180 government officials, that the Abu Dhabi government has paid great attention to establishing a culture of nurturing and developing government talent, as it is an essential pillar to ensure the readiness of national cadres to keep pace with the emirate’s ambitions and enhance their ability to anticipate the future, stressing that investing in the human element has remained a top priority based on the leadership’s directives. Al-Rashida, because of the pivotal role that humans play in transforming visions and strategic directions into tangible achievements on the ground.

He pointed out that the efforts made went beyond the concept of learning as a training event to establishing it as an integrated work system, based on aligning learning strategies with national priorities, and designing sustainable learning journeys that enhance the growth mindset among employees, and make continuous development a shared responsibility within the government work environment.

He explained that leaders represent the basic pillar in spreading the culture of learning through leadership by example, by adopting the best international practices and promoting self-development in a practical and visible manner within work environments, which contributes to transforming learning into a daily practice that supports work teams and pushes them towards innovation and achieving qualitative results.

He added that the Government Academy was keen, in parallel, to enable employees to lead their career paths by providing them with the tools and skills necessary for development, which enhances their sense of responsibility and ownership towards their career path, and contributes to transforming knowledge into influential behavior and practical results.

In this context, he pointed to the role of digital learning platforms, including the “Tomouh” platform, in supporting data-based professional development and establishing leadership practices that reflect the organization’s culture.

He pointed out that enhancing learning among colleagues constitutes one of the important paths to building a knowledge society within government agencies, as community learning programs and initiatives have been implemented that allow employees to exchange experiences and knowledge among themselves, which contributes to creating a supportive knowledge network and enhances the spirit of collective responsibility within government work environments.

He noted that these efforts are integrated with the ongoing work to align government policies and integrate learning into the institutional work system, ensuring the provision of sustainable development opportunities that are compatible with the strategic priorities of the Department of Government Empowerment and government agencies in the Emirate of Abu Dhabi.

He stressed that the entry into force of the new Human Resources Law No. (8) of 2025 as of January 1, 2026 constituted an important step towards establishing a culture of nurturing and developing talent as a sustainable institutional approach, through a legislative framework that enhances merit, provides flexible career paths, and enhances the position of the Abu Dhabi government as an employer that attracts distinguished talents and competencies.

He said that this legislative framework requires practical translation within work environments through daily leadership practices that enhance professional growth, support work teams and enable them to learn and continuously develop, which contributes to building work environments based on trust and belonging and leads to more efficient and effective government performance.

He added that the shift towards a government based on data and artificial intelligence requires government cadres with flexibility and the ability to adapt and anticipate the future, stressing that the initiatives and programs being implemented are not only limited to raising the efficiency of institutional performance, but also aim to enable employees to provide proactive and smooth government services that contribute to facilitating the lives of citizens and residents.

Al Naqbi stressed that investing in developing government talent represents a direct investment in the quality of life in the Emirate of Abu Dhabi, noting that employee growth and developing their capabilities reflects positively on the quality of government services and enhances community prosperity, thus consolidating the process of excellence and sustainable development.
