Hold The Shura Council today held its twenty-seventh regular session of the work of the second year of the ninth session (via video conference), headed by the Deputy Chairman of the Council, Dr. Mishal bin Fahm Al-Sulami.
At the beginning of the session, the Council reviewed the agenda of its twenty-seventh regular session, and the items contained therein, and took the necessary decisions regarding them, as the Council issued a decision regarding what was included in the annual report of Ministry of Commerce for the fiscal year 1446/1447 AH, in which he called on the Ministry of Commerce to coordinate with the relevant authorities; To quickly address the challenges facing economic operators in promising sectors during the business start-up phase.
The Council took its decision after listening to the point of view of The Trade and Investment Committee, which was followed by Council Member and Committee Chairman Hanan Al-Samari, regarding the members’ observations and opinions that they expressed in a previous session regarding what was included in the annual report of the Ministry of Commerce.
In its decision, the Council called on the Ministry to coordinate with the Central Bank of Saudi Arabia; To encourage commercial outlets to accept all approved electronic payment methods locally and internationally (including credit cards and digital wallets), and not limit them to a specific payment method; To promote consumer rights and support tourism.
Classification of electronic stores
The Council stressed in the same decision that the Ministry must coordinate with the relevant authorities; To update the standards for classifying documented electronic stores, oblige them to be linked to complaints platforms, and set binding time periods for addressing consumers’ financial and contractual objections.
The Council also called on the Ministry of Commerce to coordinate with the relevant authorities in order to set standards; To unify the method of disclosing value-added tax, and highlighting it in sales outlets, in a way that ensures the protection of consumers’ rights.
In another decision issued by the Shura Council during the session, the Council requested the King Salman International Academy for the Arabic Language to coordinate with the General Authority of Endowments; To create its own endowments that support its financial resources and achieve sustainability.
The Council took its decision after hearing a response from the Council member and Chairman of the Culture, Sports and Tourism Committee, Dr. Hassan Al-Hazmi, regarding the observations and opinions expressed by Council members regarding what was included in the annual report of the King Salman International Academy for the Arabic Language for the fiscal year 1446/1447 AH.
Programs that support linguistic identity
The Council affirmed in its decision that the Academy should Cooperation and coordination with government agencies; To activate "National Arabic language policy in the Kingdom of Saudi Arabia"And launching programs that support our linguistic identity within the scope of their work, following up on their performance in them, proposing ways to activate them, and making their services and capabilities available to help them achieve this.
In its decision, the Council called on the King Salman International Academy for the Arabic Language to coordinate with the relevant authorities to build a national initiative specifically for the child’s Arabic language (education and culture); To preserve its linguistic, cultural and national identity.
The Council also issued another decision during the session in which it called on the Saudi Center for Competitiveness and Business (formerly the Saudi Center for Economic Business) to coordinate with the relevant authorities; To work to reduce the periods for issuing licenses, and to develop binding and unified time mechanisms among the authorities, while activating automatic tracking tools. The Council took its decision after listening to a report submitted by the Trade and Investment Committee, followed by Council member and Chairman of the Committee Hanan Al-Sammari, regarding what was included in the annual report of the Saudi Competitiveness and Business Center (formerly the Saudi Business and Economic Center) for the fiscal year 1446/1447 AH.
Raising compliance rates
In its decision, the Council called on the Center to coordinate with the relevant authorities; To study the reasons for companies’ low compliance with filing and processing of their financial statements; In a way that contributes to raising compliance rates.
In the same context, the Council issued a decision regarding the contents of the annual report of the Saudi Competitiveness and Business Center (formerly the National Competitiveness Center) for the fiscal year 1446/1447 AH, in which it called on the Saudi Competitiveness and Business Center to coordinate with the relevant authorities; To enhance follow-up and verify the safety and quality of the implementation of economic and development reforms, and to address challenges, in a way that ensures their reflection in international competitiveness indicators.
The Council took its decision after listening to a report submitted by the Trade and Investment Committee, followed by Council member and Chairman of the Committee Hanan Al-Sammari, regarding what was included in the annual report of the Saudi Competitiveness and Business Center (formerly the National Competitiveness Centre).
The Council stressed in its decision that the Center must work to develop the strategic objectives of the unified electronic platform to poll the opinions of the public and authorities. Financial knowledge and skills

The Council took its decision after hearing a response from the Council member and Chairman of the Financial and Economic Committee, Dr. Fahd Al-Takhaifi, regarding the observations and opinions expressed by Council members regarding what was included in the annual report, the annual report of the Financial Academy for the fiscal year 1446/1447 AH.
In its decision, the Council called on the Academy to adopt a financially sustainable business model; In a way that contributes to the continuity of financing and the expansion of capacity development in the financial sector.
In addition, during this session, the Council discussed the annual report of the Zakat, Tax and Customs Authority for the fiscal year 1446/1447 AH, after listening to a report submitted by the Financial and Economic Committee, followed by the Council member and Chairman of the Committee, His Excellency Dr. Fahd Al-Takhaifi, regarding what was included in the annual report of the Zakat, Tax and Customs Authority.

After presenting the committee’s report for discussion, the members of the Council expressed a number of observations and opinions regarding what was included in the annual report of the Zakat, Tax and Customs Authority, where Shura Council member Dr. Hassan Al Masloum pointed out the importance of the Zakat, Tax and Customs Authority working to evaluate the impact of its training and awareness programs on taxpayers’ compliance levels and the number of objections and complaints, and strengthening the programs according to need.
At the end of the discussion, the committee asked to be given more time to study what Members put forward their opinions and proposals and return their point of view to the Council at a later session.
The Council also discussed, among the topics on the agenda of this session, the annual report of the National Center for Water Efficiency and Conservation for the fiscal year 1446/1447 AH, after listening to a report submitted by the Water, Agriculture and Environment Committee, followed by Council member and Chairman of the Committee Dr. Khaled Zubair, regarding what was included in the annual report of the National Center for Water Efficiency and Conservation.

After presenting the committee’s report for discussion, the members of the Council expressed a number of observations and opinions regarding what was included in the annual report of the National Center for Water Efficiency and Conservation. The member of the Shura Council, Engineer Ali Al-Qarni, called on the National Center for Water Efficiency and Conservation to study building a performance measurement system based on the final measurable impact, while setting clear numerical targets and linking them to programs and initiatives, setting baselines and annual targets and measuring achievement rates against them.
For her part, the member of the Shura Council called for Dr. Hind Al-Khammash, the National Center for Water Efficiency and Conservation, called for adopting specific educational initiatives in coordination with the relevant authorities (the Ministry of Education, the General Corporation for Technical and Vocational Training, and universities) to develop curricula, diplomas, and specialized professional programs in the field of water efficiency and rationalization.
At the end of the discussion, the committee asked to be given more time to study the opinions and proposals put forward by the members and to return its point of view to the Council in a later session.
