المملكة: The head of the Tuwaiq Association told Al-Youm: We have employed 6,000 cadres for 90 million… and we will not leave a governorate without a “coordination office.”

Chairman of the Board of Directors revealed The labor market and the development of national cadres.
Al-Obaid explained to Al-Youm that the association has succeeded in providing more than 6,000 job opportunities, and providing advanced training programs that included artificial intelligence and cybersecurity, with a high focus on technical specializations that have empowered more than 700 young men and women.
He pointed out that the association works according to strategies that are compatible with the objectives of The Kingdom’s Vision 2030, which is moving towards expansion in all regions of the Kingdom by the end of 2027, in addition to launching financial sustainability projects that include endowments and specialized academies.

First of all, how was the association founded? What are the most notable achievements that you achieved during the past year in terms of employment and training?
Praise be to God, “Tuwaiq” was launched with the blessing and support of His Highness the Governor of the Eastern Province, Prince Saud bin Nayef bin Abdulaziz, and His Highness his deputy, Prince Saud bin Bandar bin Abdulaziz. We began as an entity that included national expertise from Saudi youth specialized in the labor market and human resources management.
Our achievements, praise be to God, are great, as more than 5,600 young men and women have joined. In the labor market through the association, in addition to providing more than 3,000 training opportunities for newly graduated national competencies.
Today we have 9 coordination offices in the Kingdom’s branches, and we cover non-central areas to provide cadres working in the non-profit sector. The number of workers in charitable societies from our outputs has exceeded 3,000 young men and women, and the financial value of the outputs of these jobs is estimated at about 90 million riyals annually, which contributes to raising the local product and reducing the unemployment rate.
Many people may confuse your role with that of traditional charitable societies. What is the nature of the association’s work specifically? What is the growth rate that you achieved compared to the previous year?
We must clarify an important matter: “Tuwaiq” is not a relief association. We are a specialized professional association whose orientations are compatible with the labor market, and we have a clear job mission that we do not deviate from, which is to create training and work opportunities and cover their costs to benefit citizens.
With regard to the growth rate, the numbers speak; In 2024, our target was 1,200 job opportunities, and we reached 2,000 job opportunities in December 2024, and in 2025, under the guidance of His Highness the Emir of the Eastern Province, we doubled the number to exceed 4,000 job opportunities.
Today we are close to 6,000 job opportunities, and by the end of December 2026 we aspire to much better numbers.
In direct numbers… how much were the association’s total revenues, and what is the value of the outputs or financial indicators of the services provided?
The revenues that entered the association’s accounts as administrative fees for services provided to companies approached two million riyals.
The most important thing is the financial performance indicators, as we exceeded more than 80 million riyals in value for salaries and medical insurance for employees for whom “Tuwaiq” provided job opportunities in cooperation with the private sector.
In light of these outputs, do you charge Fees or financial support from individual beneficiaries to join your programs?
At all, the “Tuwaiq” Association never takes any fees or support from citizens. We employ, train and qualify Saudi youth 100% free of charge.
The support we get is “administrative fees” from some companies in exchange for “benefit exchange” services, and our doors are open to businessmen and women and companies to adopt our programs, but attracting money Of citizens, this is not our specialty, as this is the field of relief associations.
What groups benefit most from the association’s programs? Is there priority for specific groups?
“Tuwaiq” serves all young men and women in the Kingdom without exception, but we have “priority” in accordance with ministerial decisions that allow the private sector to assign Saudi workers to the non-profit sector.
We focus in particular on: orphans, people with disabilities, children and families of martyrs of duty, those recovering from addiction and their children, released prisoners, and people with limited income.
/>Our goal is consistent with the state’s approach to shifting individuals from receiving insurance expenses to the production department and contributing to the national transformation program.
What are the most prominent training programs that you implement? What is the extent of the focus on technical specializations?
We have programs that accurately keep pace with the needs of the labor market, as we provided 3,000 training opportunities with economic returns amounting to 15 million riyals, which included artificial intelligence, cybersecurity, website design, the basics of management and information technology (IT), in addition to occupational health and safety.
We focus very heavily on the technical aspects, and we have empowered more than 700 young men and women in information technology in for-profit and non-profit institutions, and we provide opportunities for engineering graduates. And technology with high salaries through our partners.
What did you provide in the “Women Empowerment” file, which is one of the pillars of the vision?
This file we started working on since the launch of the vision, and today, I am proud that between 75% and 80% of “Tuwaiq” employees are female.
We have received awards for our efforts to empower women in the private and non-profit sectors, and even the executive leadership and most departments in Today, “Tuwaiq” is led by highly qualified women who have proven their competence and high responsibility.
Do you have strategic partnerships with government or private entities? What is the impact of these partnerships?
Our distinction lies in building partnerships, as we range from 300 to 600 strategic partnerships that have a real economic impact and return.
In the public sector, we were honored in 2025 by the Ministry of Human Resources as the best strategic partnership, and we also signed partnerships with the emirates of the regions.
In the private sector, we are proud of our qualitative partnerships with companies affiliated with the Public Investment Fund, and companies affiliated with the Ministry of Energy, which return To directly benefit citizens in training and employment.
How do you deal with the huge increase in demand for the association’s services via digital platforms?
Demand is increasing significantly; The number of visitors to the website jumped from 30,000 in 2025 to more than 106,000 visitors in one week recently.
To confront this demand and achieve digital transformation, we are currently working in partnership with a global technology company to establish a comprehensive smart application “Application”, which will be launched at the beginning of 2027, God willing, to facilitate the management of operations, service of beneficiaries and companies, and track the attendance and departure of employees distributed throughout Regions.
The language of numbers requires precise measurement.. How is the success and impact of programs measured?
Our impact measurement takes place on an almost weekly basis, and we do not undertake any project without clear “KPIs” performance indicators, and we rely entirely on artificial intelligence and modern technical programs to measure the outputs through our information technology department.
We issue weekly, monthly, quarterly and annual reports with graphs to know where we stand and where we are headed, and to measure the extent to which our outputs are compatible with comprehensive sustainable development goals. 16.
What are the main challenges facing the association at the present time?
The labor market is, by nature, full of variables and challenges, but the most prominent challenge we face relates to the culture of some individuals. The challenge is not in finding a job, but rather in some young people “giving up” on the job as soon as they get it and stopping developing their skills.
Our contracts extend for a year or two to hone talents before searching for better opportunities, and this requires the young man or woman to keep up with developments and not rely on the comfort zone, and thanks to the support of our partners in the public sector and the emirates of the regions, we overcome many of these obstacles.
How does the association work to ensure the sustainability of its financial resources?
We established specialized crisis departments from the beginning. And risks, projects, planning, and financial resource development.
To achieve sustainability, we have the “Tuwaiq Resources” company, which specializes in human resources, which provides advisory and functional services to companies for administrative fees, and helps them improve Emiratization rates.
Soon, we will celebrate the launch of a “specific endowment” project for the Tuwaiq Association to be an essential tributary to ensure continuity.
What is the role of volunteers in achieving the association’s goals?
Our A professional volunteer platform for attracting experts, and our volunteers are not traditional. Rather, we attract consultants and experts across the Kingdom to transfer their experiences and develop departments, especially in technical aspects “such as artificial intelligence.”
We have recently appointed a volunteer strategic expert to find innovations and solutions to human resources challenges with our partners.
Among the thousands of beneficiaries… What are the most prominent success stories that the association is proud of?
Success stories are many and documented through our channel; Of young men and women who completed their postgraduate studies (Master’s and Doctorate) after engaging in work through the association.
The story that we are very proud of is in the non-profit sector, where more than 40 young men and women today have become “leaders” in charitable organizations at the level of the Kingdom’s regions, and they were originally trained and qualified in “Tuwaiq”.
How do all these efforts contribute to achieving the goals of the Kingdom’s vision? 2030?
All of our strategies are fully consistent with the axes of the vision “A vibrant society, a prosperous economy, and an ambitious nation.” We are an essential contributor to solving the problem of unemployment, raising the percentage of GDP in the non-profit sector, and filling job vacancies.
We are also achieving the goal of the vision in “the ability to reach peripheral and non-central areas” by employing our staff there, and of course achieving record numbers in the file of women’s empowerment.
Where do you see the association five years from now? What are your plans for expansion?
We aim, by the end of 2027, to have coordination offices covering “all” regions and governorates of the Kingdom without exception, to meet the high demand for jobs in peripheral areas that may lack the presence of large companies.
During the next five years, we will focus on establishing endowments and establishing “specialized academies” for training and employment, to be a professional interface that serves the nation and the citizen according to the highest standards.
