Human rights are not international agreements but rather the spirit of the legal system of the state

The UAE submitted its second periodic report on the Arab Charter for Human Rights, during the twenty -seventh session of the Arab Charter for Human Rights Committee held today at the headquarters of the General Secretariat of the League of Arab States.

Judge Abdul Rahman Murad Al -Balushi, Assistant Undersecretary for the International Cooperation Sector and Legal Affairs at the Ministry of Justice, delivered the speech of the Emirates at the opening of the course’s work in which he affirmed that the UAE’s vision of the reality of human rights is crystallizing through a comprehensive concept embodied through the development of the legislative and legal system, and the promotion of the institutional structure that guarantees and protects human rights.

He said, “We are constantly working to spread the concepts of peace, tolerance, dialogue, coexistence and communication between various societies and cultures, based on our deep awareness of the importance of these concepts within the march of strengthening the human rights situation.”

Al -Balushi pointed out that the Arab Charter for Human Rights Committee is a pivotal Arab mechanism, we are committed to its support, and we are familiar with its views, and we consider it an indispensable partner in our national efforts.

He noted that the UAE’s constitution, laws, and legislation has purely human rights reference, as human rights are not only international agreements, but are the spirit of the legal system of the state.

He stressed that thought and human rights action is an integral part of the trends of our wise leadership, and this is highlighted through the UAE’s keenness to promote and continuously develop its legislative frameworks and institutional structure, and to launch many policies, strategies and initiatives.

Al -Balushi said that the state’s legal commitment is not only national, but a priority in its foreign policy, stressing the UAE’s keenness to enhance its relationship and cooperation on bilateral, regional and international levels, in a way that contributes to the exchange of information, experiences and best practices in the field of human rights.

He added that the UAE discusses today the second periodic national report before the Charter Committee, recalling the adoption of the Arab Charter for Human Rights and its executive mechanism as a promotional mechanism that is the only one in our Arab system, and also recalls the establishment of the joint Arab action system 80 years ago.

The twenty -seventh session of the Arab Charter for Human Rights Committee, Counselor Jaber Saleh Al -Marri, Chairman of the Arab Charter for Human Rights, and Ambassador Haifa Abu Ghazaleh, Assistant Secretary -General, Head of the Social Affairs Sector at the Arab League, and senior officials in the Secretariat of the League of Arab States, Chairman of the Permanent Arab Committee for Human Rights and President The Arab Parliament, the Council of Arab Interior Ministers, the Arab Network for National Institutions for Human Rights, and officials of the General Secretariat of the Cooperation Council for the Arab States of the Gulf.

Ambassador Haifa Abu Ghazaleh said that this report is an important step in the process of enhancing commitment to the supreme principles on which the Arab Charter for Human Rights is based and reflects the keenness of the United Arab Emirates to continue its efforts to promote and protect human rights, not only at the national level, but also in its regional framework .

For his part, Counselor Jaber Saleh Al -Marri, head of the Arab Charter for Human Rights Committee, welcomed the UAE delegation, appreciating its pioneering efforts in the region, and praising what was presented in the report submitted by the country delegation as it reflects the UAE’s commitment to the principles of the Arab Charter for Human Rights, and its keenness to promote human rights in Its national and regional framework.

Al -Marri noted the visit of the committee’s delegation to the UAE last month, as it was closely seen on the efforts made in the field of human rights.

He said, “We have directly touched the progress made by the UAE in this field, which was evident in its progress on many relevant international indicators and these achievements come as a result of tireless work and clear strategic plans aimed at building a society that enjoys justice and equality,” he said.

For his part, Counselor Sultan bin Nasser Al -Suwaidi, Assistant Secretary -General for Legislative and Legal Affairs at the General Secretariat of the Cooperation Council for the Arab States of the Gulf, expressed his pride and pride in the continuous progress and development that the UAE is witnessing in the field of protecting and promoting human rights under the leadership of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State , May God protect him.

Al -Suwaidi appreciated the great interest of the government of the UAE, which is based on its vision and approach to providing a decent life for man in a safe and stable climate that guarantees actual progress in many areas of human rights.

He said that the UAE, under the leadership of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, has harnessed all its plans and programs with the aim of caring for human rights and ensuring his right to live in dignity, well -being and respect for his humanity that the constitution and the law protect, by providing a vision in a comprehensive concept represented in the development of The legislative and legal system and the promotion of the institutional structure that guarantees and protects human rights, and guarantees the spread of concepts of peace, tolerance, dialogue, coexistence and communication between different groups and cultures.

He also praised the positive and important developments that the UAE witnessed recently in the field of protecting and promoting human rights, for example, but not limited Regarding human rights issues, the establishment of the National Human Rights Authority established according to the principles of Paris and the establishment of a family ministry in December 2024, one of its most important tasks is to enable families to achieve stability and societal cohesion in the UAE.

The price of the UAE’s role in the system of the Cooperation Council, and its active role in the committee of heads of government agencies concerned with human rights and in all committees that contributed with the rest of the GCC states, by adopting many laws, procedures and events, publications and strategies that are in the matter of protecting and promoting human rights at the Gulf level .
