المملكة: Decide 15 degrees, transportation and “affiliation” .. penalties for students who are assaulted by teachers

The Ministry of Education affirmed its intention to deal firmly and without any negligence with all behaviors that would prejudice the security and safety of teachers and administrators within the school campus, in a serious step to consolidate a safe and disciplined educational environment.
The Ministry stressed, according to the rules of behavior and the updated perseverance, that any direct threat to the school’s employees, or the damage to their property, or the commission of verbal or physical attacks against them, will be met with immediate and strict penal procedures, starting with a resolution of 15 degrees from the student’s behavior as soon as the violation is proven, and it may escalate to reach his transfer to another school or even convert his educational course to the system of affiliation.
The rules indicated that the behavioral violations classified within the fifth degree, which require the maximum degrees of dealing, explicitly include the threat of school teachers, administrators, or any of its employees, in addition to deliberately destroying their property or stealing them. It also falls within these serious violations, the actions that violate literature towards the employees of the school, such as the use of abusive signals or the loss of profanity.
The list also includes the students photographing teachers or female employees or recording their votes without obtaining prior permission, and using electronic devices in extortion work through photographing teachers or administrators, or publishing offensive photos or fees for them through Internet platforms, as well as direct physical assault or threat to harm.
Immediately after any of these serious violations, the regulatory procedures approved by documenting the school formally begin through a detailed report. This is followed by an immediate summary of the guardian of the student who violates him to notify him of the details of the incident and the procedures that will be taken against his son, while reserving any device or tool that may be used to commit the violation, and hand it over to the competent authorities in the Education Department, or to the security authorities directly if the seriousness of the situation is required.
The rules require that the school administration open an urgent initial investigation into the incident, and then refer the entire file to the school’s student guidance committee to hold an emergency meeting, during which all the dimensions of the case and its circumstances are studied. The recommendations of this meeting within an official report shall be submitted to the Education Department, which in turn commits the Student Cases Committee “or the Student Cases Committee” with a field visit to the school to start the investigation more and more comprehensive.
The investigation process carried out by the committee in charge of the interrogation of the violator and all the parties related to the incident include, and collecting all available evidence and certificates, after which a detailed and comprehensive report will be prepared. Based on this report and the opinion of the school administration, the Student Cases Committee holds an analytical meeting to assess the situation accurately and take the appropriate educational decision based on the gravity and circumstances of the violation.
The rules indicated that the educational procedures resulting from these violations may reach, based on the evaluation of the committee and the seriousness of the action, to a decision to transfer the violating student to another school, especially if he is in the second or third secondary class, while obliging him to undergo a specialized educational qualification program. The guardian is notified of all the official decisions taken, whether through the phone call or through written notifications that guarantee his knowledge of the procedures.
The mandatory qualification program aims, as the Ministry explained, to amend the student’s behavior and evaluate it through a set of treatment interventions, including individual and group guidelines that are implemented within the school to which the student is transferred, in addition to attending specialized sessions in the behavior amendment at the student guidance department headquarters according to a specific timetable. The program also includes the student’s training to acquire basic life skills that enhance positive behavior, under the supervision and close follow -up of the specialized guidance team.
The student is also obligated to carry out social tasks and volunteer work as an integral part of the process of correcting the behavioral path, as the nature of these activities and its duration is determined in agreement with the guardian and with his prior approval, and within a clear timetable, and under direct supervision and continuous follow -up by the Education Department.
The rules of behavior and perseverance stressed the need for the student and his guardian to sign a written pledge, according to which they commit to complete school discipline and the right behavior within the educational environment.
The pledge includes an explicit alert that any repetition of such grave violations may lead to a tougher action, which is to transfer the student to the system of post -affiliation, which means depriving him of his right to regular education within the classroom.
The Student Guidance Department continues to follow the student’s case periodically and regularly, through monthly reports submitted to the Education Department, with the aim of monitoring the extent of progress in the student’s behavior and the extent of his commitment to the requirements of the qualifying program for him. In the event that it is noticed that the violating behavior is continuing or repeated despite the rehabilitation efforts, the issue is escalated to the Central Committee for Male and Student Cases of the Ministry, in direct coordination with the Undersecretary for Public Education, in order to take the final decision that ensures the application of an integrated and comprehensive educational treatment.
The Ministry of Education reaffirmed that this package of firm measures comes in the context of its ongoing efforts to protect the school environment from all dangerous behavioral practices, and to provide the utmost security and safety for teachers, administrators and students alike, in a manner that ensures that a positive and stimulating educational climate supports the education and learning process in all schools of Saudi Arabia.
