المملكة: Treating passengers coming within 45 minutes .. Amendments to a list of air transport facilities
The regulations reflect the Kingdom’s direction to enhance the integration between the authorities working in the aviation sector, and to achieve a balance between security and public health requirements, its international obligations, and the smoothness of the air transport movement.
Appointment as an international airport .. How does the flight start?
The request is subject to the evaluation of the commission, which has the authority to issue or cancel the appointment according to the extent of the airport’s fulfillment of the requirements, provided that the airport is announced in the Saudi Aviation Directory and the notification of the International Civil Aviation Organization «ICAO». The appointment may be canceled if the airport violates the requirements or considerations of the public interest.
The regulations obligated the airport operator to prepare a comprehensive study on the movement of passengers, luggage and goods, in a manner that ensures the conformity of the capacity of the infrastructure, and the achievement of the required flow, with the approval of an official facilities program that defines the mechanisms of work and services provided to all parties operating at the airport.
She stressed the need to involve the concerned authorities in the program, and inform them of any amendments to it thirty days before its application.
45 minutes to treat the coming passengers
The airport transportation official should be qualified, trained and familiar with relevant legislation. Its duties include ensuring the application of facilities, coordinating the work of different entities, monitoring passengers, improving the guidance panels, and ensuring the treatment of passengers coming within 45 minutes and leaving within 60 minutes.
As for the plane operator official or his accredited agent, he takes responsibility for checking travel documents, addressing the needs of minors and persons with disabilities, supervising the shipping, luggage and special services, ensuring that passengers are sent to the security authorities, and training the crew.
The regulations imposed on airport operators to provide periodic training programs for all workers, to be compatible with the requirements of each job to ensure continuous efficiency and full operational compliance. Training is an essential element for achieving the goals of the list.
The procedures when entering and leaving the planes
The regulation indicated that the public authorities should take effective measures to end the aircraft aircraft without unnecessary delay, taking into account the security aspects such as aviation security and drug control.
She stressed the necessity of signing memoranda of understanding between the concerned authorities, airlines and airport operators to reduce drug smuggling, according to the models of the World Customs Organization, taking into account the commitment to international health regulations “2005” regarding public health procedures for aircraft.
The required documents … do not complicate or visas
The regulation stipulated that the documents required when entering and leaving the aircraft, to be accepted in paper or electronic formulas and in both Arabic or English, without imposing fees or visas, and the basic documents included the list of passengers “the rival” and “the goods statement”, with an exemption from submitting documents in the absence of passengers, shipments or mail on board.
She emphasized that it is not permissible to request more than three copies of the documents, and that the authorities must be notified in the event that passengers do not rise or descend for emergency reasons.
Flexibility to correct errors
The regulations allowed the aircraft operators or their approved agents to correct errors in the documents, or that the authorities do so, while exempting strict penalties in the event that there is no intention to neglect or repetition.
Aircraft cleansing … for health and the environment priority
The list separated two types of disinfection: insect cleansing and disinfection of germs.
The first is only applied to trips coming from areas that form a healthy, environmental, or agricultural danger, using accredited methods of the World Health Organization that does not harm the health of passengers. She also stressed the necessity of providing explanatory information for passengers and crew, and allowing passengers to be removed immediately after purification.
As for cleansing aircraft from germs, it is required to be based on evaluating clear risks, and that it is carried out by trained employees using approved materials that do not affect the plane or individuals. The certificates related to disinfection are accepted to prove the commitment.
The philosophy of “facilitation, not complexity”
The new regulation was characterized by a flexible vision in dealing with documents and requirements, and focused on actual compliance instead of punishment, taking into account the balance between safety, public health requirements and smooth weather procedures. The commitment to international guidelines of the World Health Organization, the World Customs Organization and the World Organization for Animal Health were taken into account, in order to enhance the reliability of the Saudi air system at the international level.
