Update the system of recognition of higher education qualifications issued from outside the country

The Ministry of Higher Education and Scientific Research issued Ministerial Resolution No. (34) of 2025 regarding the system of recognition of the qualifications of higher education from outside the country, according to which the conditions for recognition of higher education qualifications issued from outside the country, the most important of which is the validity of all the data contained in the qualification, and that the donor educational institution to the qualification be a list of law and licensed by the authorities authorized to license, and that they are approved by the accreditation party concerned in the country of study.

The Acting Undersecretary of the Ministry of Higher Education and Scientific Research for the Acting Education Operations Sector, Ahmed Ibrahim Al -Saadi, Director of the International Education Support and Scholarship Department, stressed that the new decision comes within the framework of the Ministry’s efforts to simplify the criteria for recognizing the qualifications of higher education from outside the country, and to reduce the time, effort and documents required to complete the procedures for recognition of university degrees while ensuring checking the quality of these qualifications, in line with the targets of the government bureaucracy program And with the best educational standards approved around the world, the Ministry’s strategic goal is supported by providing a smooth educational trip for students characterized by flexibility, pre -emptive and stimulating academic excellence.

Ahmed Al -Saadi added that the approval of the decision came after the experimental launch of the updated system achieved remarkable results, as the percentage of the requirements applied in the current system was reduced by more than 70% compared to the previous requirements, and the level of completion after the application of the system increased from 5780 to 12180 requests to recognize the same period of the previous year, and reduce the number of documents necessary to request the recognition of the qualification from only 14 to 4. The updated system also strengthened the ease of access to the information necessary to take the decision to recognize, and contributed to reducing the rate of apology for applications for recognition from 8.3% to 3.5%, according to the system’s experimental launch data.

He said: “The updated system facilitates the possibility of linking with the various scholarships within the country to issue automatic recognition of the qualifications of higher education issued outside the state, where the recognition process adopts only two standardized criteria at the level of all specializations and universities, which will contribute to upgrading more graduates experiences, and facilitates recognition of their certificates so that they can enroll in the labor market or continue their higher studies easily and easily.”
