Mohammed bin Rashid issues a decree that gives citizen employees a paid marriage leave

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, may God bless him, in his capacity as ruler of the Emirate of Dubai, issued Decree No. (31) of 2025, regarding the marriage leave for the employees of the Dubai government, with the aim of enhancing the elements of psychological and family stability and enhancing the elements of the success of family life with the start of its establishment, and achieving a balance between the requirements of personal life, tasks and job duties.
The decree includes the employees working in government agencies and the authorities supervising the special development areas and free zones, including the Dubai International Financial Center, and the members of the judiciary include citizens and military affiliates of the citizens in the emirate, with the exception of the candidates, and the scope of the decree application includes any other category determined by a decision of His Highness the President of the Executive Council of the Emirate of Dubai in this regard.
According to the controls established in this decree, the employee deserves the marriage leave with a comprehensive salary for a period of (10) ten working days, and the decree authorized the employee to combine the marriage leave and any other leave he deserves according to the legislation organized for human resources affairs in force with his workplace.
The decree specified the conditions for granting the marriage leave, which is that the employee’s husband or wife of the employee is one of the citizens of the United Arab Emirates, and that the employee has successfully passed the test period established in accordance with the legislation organized for human resources affairs applied to his workplace, or according to what the employer determines in this regard, as it is required that the marriage contract be valid with the competent authority in the state, and that it has been concluded after the date of December 31, 2024, with a copy of Marriage contract only once when submitting a request for marriage leave.
During the marriage leave period, the employee is entitled to obtain his full total salary, including allowances and financial benefits prescribed for him under the legislation organized for human resources affairs in force with his workplace, and he may also use the marriage leave at any time, whether in connection with a continuous or intermittent, within a year from the date of concluding the marriage contract, and the government agency may agree to deport the marriage leave or any part of it to the next year, Based on serious reasons provided by the employee
After the approval of his direct official.
The decree stipulated that the government agency may not summon the employee during the period of marriage leave, with the exception of the military affiliate if the work is required, so that the marriage leave is extended for the remaining period until after the completion of the summons period. If the employee was called during the period of marriage leave to perform the national and reserve service, or if he is unable to use the marriage leave for the same reason, then the marriage leave, or any of the remaining days of it, is delayed until after the employee has finished performing the national and reserve service, provided that the marriage leave or the remaining days are used within a year from the date of his return to work.
In the event that the employee is transferred or appointed to any other government agency, he retains his right to leave marriage or any part of it in the event that he does not enjoy it during his period of work with the previous government agency.
His Highness the Chairman of the Executive Council of the Emirate of Dubai shall issue the necessary decisions to implement the provisions of this decree, and any other text is canceled in any other legislation to the extent in which it contradicts and its provisions, and is worked on as of January 1, 2025, and is published in the official newspaper.
