المملكة: With 10 requirements .. “Civil Defense” unites fire safety reports in buildings

The General Directorate of Civil Defense launched a new organizational guide to submit a report of conformity of fire protection and protection, as part of its endeavors to enhance the safety of lives and facilities, and to ensure the commitment of the existing and new buildings to the requirements of the Saudi Building Code, including technical and regulatory standards for fire safety documents.
According to the evidence presented through the “Reconnaissance” platform, the project aims to control the procedures for preparing and submitting conformity reports by the approved consulting engineering offices, and is obligated to ensure the efficiency of the prevention and protection systems from the fire implemented in the buildings, and the extent of their compatibility with the Saudi code, in terms of design, actual implementation, and technical documentation.

The application range includes all new buildings and modifications

The Directorate has determined the scope of the guide application to include all new buildings, in addition to the existing buildings if they are exposed to any of the cases stipulated in the Saudi Building Code application system such as restoration, change of use, modification, expansion or removal. It also includes buildings that do not have previous matching reports.

The report is obligated to full professionalism, numbering and documentation

The guide is obligated to engineering offices with several formal and professional requirements when preparing the report, as it must carry a number and date of issuance issued by the engineering office, and printed in an official form without any handwritten writing, with the numbering of pages with the “page – from” system, and the seal of all pages with the accredited office seal.
The report must be considered based on an actual conformity on the ground, based on the approved plans, the Saudi construction code and technical specifications, to include documentation of pictures of the building’s facades and the executing systems, and any observations on the site.
The report must include the technical opinion of the office on the extent of the establishment’s commitment to the requirements of the construction code, according to the texts approved in the documentation department, with the commitment to use the unified model attached within the guide.

General provisions binding on all sides

The evidence stressed that the Saudi construction code and its components represent the primary reference in assessing matching, stressing the need to adhere to all civil defense regulations and instructions, on top of which is the regulation of engineering and technical activities and contracting activities, and the list of private fire and rescue teams.
In the same context, the engineering office is responsible for ensuring the readiness of the systems for prevention and fire protection, and that it has been tested in the field and works efficiently, and that the facility is valid for use according to the type of occupancy.
The guide is obligated to engineering offices to deliver a paper copy to the owner to preserve it in the facility, and an electronic copy reserved for them, noting that the General Directorate of Civil Defense reserves the right to take appropriate measures against any office in the event of technical observations or violations of the requirements of the code or approved regulations.

Special powers for safety officers and a continuous modernization of the evidence

The guide gives safety officers the right to request additions to the report according to the responsibilities of the engineering office, according to the nature of each project. The evidence also stressed the importance of the periodic update of its content whenever the need arises, in order to keep pace with developments in the Saudi construction code and modern technologies in the protection and fire protection systems.

Detailed classifications for buildings and systems

The guide guarantees a schedule of the accurate definitions that must be included in the report, such as the name of the building, its national address, its occupational classification according to the construction code, the type of construction, the area and the height, the number of roles, stairs, exits and elevators. It is also required to clarify whether there are additions or exceptions from the code requirements, while attaching the support models for that.
The Engineering Office is required to show the extent of the building’s identification of the code, or clarifying “non -conformity”, or “the requirement of the requirement” in exceptional cases, which enhances the principle of transparency in assessing the safety of facilities and ensuring that the necessary corrective measures are taken.
