Despite the continuous efforts to improve the urban scene, the walls of many neighborhoods, schools and public facilities are still suffering from the phenomenon of random writings, which have turned into a source of visual pollution, and is clear on public and private property, which reflects a defect in societal awareness, amid increasing demands to tighten control and thickening penalties.

Citizens saw in a poll conducted by “Today” that the spread of this phenomenon is due to the weakness of belonging, and the absence of a sense of responsibility, considering that what some see “an artistic hobby” is in fact a public sabotage that distorts the civilizational image of cities.
Rakan Al -Enezi pointed out that writing on the walls represents a negative behavior that offends both the public and private space, stressing the need to unify efforts to raise the level of awareness, and to present educational media campaigns warning of the consequences of this behavior and linking public taste and civilized behavior.

Until the motives are often linked to adolescence and the desire of some students to prove their presence or express themselves with drawings or slogans, which leaves a negative impression on parents and visitors.

Positive experience

Al -Zahrani conveyed a positive experience that he witnessed in one of the schools that responded to the complaints of parents, and the writings were removed from their walls, calling for the generalization of the use of surveillance cameras on educational facilities to pursue violators and obligate them to bear the costs of reform.
For her part, Sheikha Mohamed considered that this behavior reflects a lack of respect for public property, demanding preventive solutions such as installing stickers and warning paintings in places most vulnerable to mutilation, as well as including awareness programs inside schools to consolidate the culture of public taste since the early academic stages.

While Masoud Alwani saw that most of those who practice this behavior are adolescents or limited education owners, stressing that the solution lies in the application of the law strictly and publicly.
He explained that the current fines are not sufficient to deter violators, calling for raising their value and allocating legal spaces for drawing and writing lovers in which they practice their hobbies in an organized manner.

On the other hand, Nasser Al -Hajri expressed his optimism about the gradual decline of the phenomenon, especially in the eastern region, due to the increase in societal awareness and the integration of roles between schools, families and official authorities.

In the regular part, lawyer Hussein Fathallah explained that the fifth article of the public taste list clearly stipulates the prevention of writing or drawing on the walls and public facilities, unless this is an official license from the competent authority.
He stressed that the violation requires a fine of up to 5 thousand riyals, and it is doubled if it is repeated, and the victim may also be grievance before the competent administrative court.

Strong penalties

He noted that the penalties may exceed the fine to include prosecution and imprisonment in the event that intention or repetition is proven, considering this behavior one of the most prominent forms of visual distortion that requires urgent intervention from the various concerned authorities.
He stressed the importance of joining efforts to combat this phenomenon that affects public taste, stressing that the Kingdom has made great steps in this field, and has become a regional role model in improving the urban scene, citing the decline in these practices in a number of cities compared to what it was in the past.
