Details of Trump’s plan to end the war in the Gaza Strip

American and Israeli media revealed the details of President Donald Trump’s plan, consisting of 21 points aimed at ending the war in the Gaza Strip, and creating conditions for the establishment of a future Palestinian state.
The Times of Israel newspaper indicated that the plan was recently participated with a number of Arab and Islamic countries, on the sidelines of the United Nations General Assembly meetings in New York.
Washington’s position
The newspaper says that the plan encourages the Palestinians to stay in Gaza, in a remarkable shift in the position of the Trump administration, which had sparked controversy last February when President Trump spoke of Washington’s intention to control the Strip and resettle its population abroad.
The plan includes a series of political, economic and security measures, including ending Israeli military operations, exchanging prisoners, forming a Palestinian transitional government, and comprehensive reconstruction of the sector, as well as steps that pave the way for the establishment of a Palestinian state.
Various positions and possible challenges
The “Times of Israel” adds that although some of the items are attractive to the Palestinians, especially those related to the reconstruction and the future state, it includes in return difficult conditions, most notably the disarmament of Hamas and its exclusion from the ruling, which may be difficult to accept the plan.
It is also expected that the items related to the establishment of a severe Palestinian state will provoke a severe opposition from Israeli Prime Minister Benjamin Netanyahu.
What are the 21 points in the plan?
1- Make Gaza an area free of “extremism and terrorism”.
2- Gaza reconstruction.
3- After the two parties agree to the plan, the war ends immediately, the Israeli operations stop and the gradual withdrawal begins from Gaza.
4- Within 48 hours of Israel’s public acceptance of the agreement, all the living hostages and the dead bodies are repeated.
5- After returning the hostages, Israel releases hundreds of Palestinian prisoners sentenced to life imprisonment, and more than 1,000 detainees from Gaza since the beginning of the war, in addition to handing over the bodies of hundreds of Palestinians.
6- Conditional amnesty for Hamas elements and facilitation for those who wish to leave.
7- The flow of aid to Gaza, with no less than the rates stipulated in the hostage exchange agreement in January 2025 (600 trucks per day), with the rehabilitation of infrastructure and the entry of rubble removal equipment.
8- Aid is distributed by the United Nations, the Red Crescent and neutral international organizations, without interference from any party.
9- Gaza administration by a temporary transitional government consisting of Palestinian technocrats, under the supervision of a new international body led by Washington in cooperation with Arab and European partners, to complete the reforms of the Palestinian Authority.
10- Formulating an economic plan to rebuild Gaza.
11- Establishing an economic zone with reduced taxes and fees.
12- Lack of forced displacement of the Palestinians.
13- Preventing Hamas from judging and removing it.
14- Providing security guarantees from regional countries to ensure the commitment of all parties.
15- Forming a temporary international stability force under American and Arab leadership, to supervise security and train a local Palestinian police.
16- A gradual withdrawal of the Israeli army.
17- The possibility of partial implementation of the plan if Hamas is rejected.
18- Israel is committed to not launching strikes in Qatar.
19- Launching programs to dismantle extremist thought.
20- Opening a path towards a future Palestinian state.
21- Launching a political dialogue between Israel and the Palestinians.
